In order to vigorously promote the work of universal enrollment and accelerate the full coverage of social insurance, the Municipal People's Government has decided to implement the universal enrollment plan in the whole city from 20 18 in accordance with the Social Insurance Law of People's Republic of China (PRC) and the relevant requirements of the state. The relevant matters are hereby notified as follows:
First, fully understand the significance of implementing the national insurance plan.
According to the requirements of establishing a fairer and more sustainable social security system, the universal enrollment plan is a special action to promote all kinds of employers and their employees, flexible employees and urban and rural residents to participate in social insurance such as basic old-age insurance, medical care, work-related injury, unemployment and maternity according to law, with the goal of full coverage of legal persons, and to bring eligible uninsured groups among registered residents and migrant workers in this city into the scope of social security.
The implementation of the national insurance plan is an important measure to implement the deployment requirements of the CPC Central Committee, the State Council and the Municipal Party Committee and deepen the reform in the field of social security. II. Objectives and tasks

Third, the main policy measures

(2) Clear responsibilities and strengthen coordination and cooperation.
