Article 2: These regulations apply to the prevention and suppression of catering waste and its supervision and management activities within the administrative region of this province.

If laws and administrative regulations have provisions on preventing and stopping food waste, such provisions shall be followed. Article 3 Anti-catering waste adheres to the principles of strict conservation and opposition to waste, advocates civilized, healthy, resource-saving, and environmentally friendly consumption methods, promotes a simple, moderate, green and low-carbon lifestyle, and establishes government guidance, department supervision, industry self-discipline, and The working mechanism of unit responsibilities, public participation, and social supervision. Article 4 People's governments at all levels shall strengthen leadership in anti-catering waste work, determine anti-catering waste goals and tasks, establish and improve anti-catering waste working mechanisms, organize monitoring, investigation, analysis and evaluation of catering waste situations, and strengthen supervision and management. Article 5 The commerce departments of people's governments at or above the county level are responsible for promoting and popularizing relevant national standards, industry standards, local standards and service specifications in the catering industry, urging catering industry chambers of commerce and associations to formulate and implement anti-catering waste industry standards and self-discipline conventions, and coordinating and guiding catering industry to carry out anti-catering waste work.

The market supervision and administration departments of people's governments at or above the county level are responsible for the supervision and management of anti-catering waste by catering service operators, establish daily inspection mechanisms, and urge catering service operators to implement anti-catering waste measures.

The education departments of people’s governments at or above the county level are responsible for guiding kindergartens and schools to establish and improve anti-food waste systems and supervise their implementation of anti-food waste measures.

The culture and tourism departments of the people's governments at or above the county level are responsible for anti-catering waste education and training for tourist attractions (spots), tourist hotels, B&Bs, travel agencies and other tourism operators and tourism practitioners, and urge them to guide tourists Eat civilized and frugally.

The health departments of people's governments at or above the county level are responsible for publicizing and popularizing knowledge about healthy and reasonable diets to the public, guiding catering service operators, canteens, etc. to provide food that meets dietary balance and nutritional and health requirements, and promote healthy and reasonable diets. Other relevant departments of the people's governments at or above the county level shall do a good job in combating catering waste in accordance with their respective responsibilities. Governments, state-owned enterprises and institutions, people's organizations and their staff have the responsibility to play an exemplary role in anti-catering waste.

Village committees and residents’ committees should advocate simple meals at weddings and funerals and oppose food waste by formulating village rules and regulations and residents’ covenants. Article 10: The week of World Food Day every year is the Provincial Anti-Catering Waste Publicity Week.

The people's governments at or above the county level and the offices of the Provincial Spiritual Civilization Construction Steering Committee shall commend and reward voluntary organizations and volunteers with outstanding performance in accordance with regulations. Organizers and participants of weddings, funerals, friends and family gatherings, business activities, etc. that require collective meals should prepare and order meals appropriately and eat in a civilized and healthy manner.

Individuals should establish a civilized, healthy, rational and green consumption concept, and when dining out, order and pick up meals reasonably based on their personal health status, eating habits and dining needs.
