The "Interim Measures for the Administration of Chinese Citizens Traveling to Hong Kong or Macao for Private Matters" stipulates:

Article 3 Mainland citizens traveling to Hong Kong or Macao for private matters Hong Kong and Macau can pass through designated ports with a pass to Hong Kong and Macao or a pass to and from Hong Kong and Macao issued by the public security organs of our country.

Article 22 The pass to Hong Kong and Macao is valid for one use within the validity period.
