Measures for administrative punishment in violation of the Regulations of Beijing Municipality on City Appearance and Environmental Sanitation

Article 1 These Measures are formulated in accordance with Article 45 of the Regulations of Beijing Municipality on City Appearance and Environmental Sanitation (hereinafter referred to as the Regulations). Article 2 These Measures shall be applicable to penalties for violations of these Regulations, except as otherwise provided by other city appearance and environmental sanitation laws and regulations. Article 3 The administrative punishment prescribed in these Measures shall be implemented by the administrative department of city appearance and environmental sanitation and the city appearance and environmental sanitation supervision organization in accordance with the prescribed functions and powers. Article 4 If the construction site of a construction project fails to set the enclosure according to the regulations, it shall be ordered to set it within a time limit, and a fine of 5 yuan shall be imposed per square meter per day according to the enclosure area from the date of commencement to the date of setting the enclosure. Article 5. If the sewage overflows on the construction site due to poor management, it shall be ordered to correct and remove the sewage within a time limit, and a fine of more than 65,438 yuan+0,000 yuan shall be imposed on 200 yuan, and a fine shall be imposed on 50 yuan, the person in charge of the construction site; Overdue correction or removal, each day overdue, the construction unit will be fined 200 yuan. Article 6 If the engineering vehicle fails to keep its body clean and its wheels are muddy, it shall be ordered to clean up the polluted road surface and be fined per square meter 1 yuan according to the polluted area.

Seven, unauthorized installation of large outdoor advertising, shall be ordered to stop construction, dismantle, and impose a fine of more than 200 yuan 1000 yuan.

Used in outdoor advertisements, placards, galleries, windows, plaques, etc. , appearance damage and not timely transformation, affecting the city, shall be ordered to make corrections within a time limit, a fine of more than 100 yuan 1000 yuan; If no correction is made within the time limit, a fine of 20 yuan shall be imposed for each day overdue. Article 8 Those who hang slogans, post publicity materials or scribble or depict on buildings or other facilities without approval shall be ordered to remove or take remedial measures, and the person directly responsible shall be fined above 50 yuan 10 yuan. Ninth in urban and suburban residential areas, chickens, ducks, geese, rabbits, sheep, pigs and other poultry and livestock, shall be ordered to deal with within a time limit or be confiscated, and impose a fine of more than 65,438,000 yuan in 20 yuan. Tenth in the city roads and public places stacked materials, set up stalls, affecting the city appearance and environmental sanitation, shall be ordered to make corrections within a time limit, a fine in 200 yuan. Article 11 Engaged in construction or other operations, did not take proper measures, affecting the urban environmental sanitation cleaning or garbage removal, shall be ordered to make corrections within a time limit, and be fined more than 65438 yuan +0000 yuan in 200 yuan. If it fails to make corrections within the time limit, it will be fined 100 yuan for each day overdue. Twelfth in accordance with the provisions of supporting the construction or configuration of environmental sanitation facilities, shall be ordered to make corrections within a time limit, and impose a fine of more than 2000 yuan in 500 yuan; If no correction is made within the time limit, 20 yuan will be fined for each overdue day. Thirteenth supporting the construction of environmental sanitation facilities without acceptance or unqualified acceptance put into use, the construction unit or management unit shall be fined from 200 yuan to 500 yuan, and make corrections within a time limit. Fourteenth environmental health professional units or service companies do not comply with the relevant service norms and standards, do not seriously perform their duties, shall be ordered to make corrections within a time limit, and impose a fine of more than 200 yuan 1000 yuan. Fifteenth of the damage to environmental sanitation facilities, shall be ordered to make restitution or compensation for economic losses, and impose a fine of 50 yuan, the person directly responsible, and impose a fine of more than +000 yuan in 500 yuan. Sixteenth problems in the specific implementation of these measures shall be interpreted by the Municipal Environmental Sanitation Administration. Article 17 These Measures shall be implemented as of 1 September 19941day.
