1. Purpose and significance

Through the drill, we will further improve our district's emergency response capabilities and awareness of disaster prevention and avoidance of sudden geological disasters, so that we can quickly and effectively evacuate in the event of a disaster, strive to reduce the losses caused by geological disasters, and ensure the safety of people's lives and property.

2. Principles of drills

The principle of people-oriented and avoidance; the principle of unified leadership and hierarchical responsibility; the principle of quick response and decisive measures; the principle of departmental cooperation and close collaboration.

3. Exercise time

Preview on July 11, 2013; formal exercise on July 12, 2013, starting at 09:00 and ending at 11:30.

1. Comprehensive coordination group

Leading unit: District government emergency response office.

Responsibilities and tasks: Specifically responsible for handling, coordinating, supervising and directing emergency rescue and rescue related matters. Report the disaster situation to superior departments and leaders; convey the spirit of instructions from superior departments and leaders; coordinate various emergency action groups, experts, professional emergency rescue teams and related units to carry out rescue and rescue work.

Staff composition: 4 people.

Equipment configuration: 5 walkie-talkies.

2. Emergency rescue team

Leading unit: Chengguan Branch of Public Security Bureau (Firefighting).

Responsibilities and tasks: Rescue besieged people and rescue supplies.

Staff composition: 5 people from Donggang Fire Brigade.

Equipment configuration: 1 emergency rescue vehicle and other professional rescue tools.

3. Medical rescue team

Leading unit: District Health Bureau.

Responsibilities and tasks: Responsible for medical treatment of the injured and health and epidemic prevention work.

Staff composition: 5 people.

Equipment configuration: 1 ambulance, 1 stretcher, 1 sprayer.

4. Alert and Security Team

Leading unit: Chengguan Branch of Public Security Bureau.

Responsibilities and tasks: Organize law enforcement forces to conduct vigilance around the Railway No. 3 Primary School, and cooperate with the sub-district office in evacuation and safety management.

Staff composition: 5 people from the Public Security Bureau; 5 people from the Law Enforcement Bureau, totaling 10 people.

5. Material support team

Leading unit: Civil Affairs Bureau.

Responsibilities and tasks: According to the needs of rescue and disaster relief, arrange the raising and disbursement of rescue and disaster relief communications, materials and emergency funds.

Equipment configuration: 2 rescue tents.

6. Traffic Control Group

Leading unit: Donggang Traffic Police Brigade.

Responsibilities and tasks: Implement road traffic control, open emergency rescue green channels, and ensure that rescue materials, equipment, and personnel enter the disaster relief site in a timely and orderly manner.

Staff composition: 5 people.

Equipment configuration: 1 duty vehicle.

7. Emergency Investigation Team

Leading unit: Land and Chengguan Branch.

Responsibilities and tasks: Organize relevant experts to conduct on-site surveys of landslides; implement warnings around disaster bodies, hang warning signs, and conduct 24-hour monitoring; formulate emergency response plans.

Personnel composition: 2 geological disaster prevention experts and 10 emergency monitors.

8. Aftercare team

Leading unit: Railway Station Sub-district Office.

Responsibilities and tasks: Make statistics on injured persons and property losses, and comfort the families of the injured.

VI. Drill content

1. Drill background

Induced by continuous rainfall and heavy rainfall, the teaching building of the Railway No. 3 Primary School is located in Railway Station Street, Chengguan District. A partial landslide occurred on the front edge of the mountain on the south side, causing damage to classrooms and injuring many students. The situation was very urgent and it was necessary to activate the emergency plan immediately, organize relevant departments to perform their duties, and safely evacuate all faculty, staff, and students in the school in the shortest possible time. In a safe zone, take emergency measures as soon as possible to actively reduce the losses caused by disasters.

2. Drill procedure

This drill*** is divided into five stages: danger and disaster rapid reporting stage, emergency response stage, emergency disposal stage, response relief stage, and drill evaluation stage .

7. Drill guarantee

(1) Drill preparation. The district government office is in charge, and the drill plan and script are compiled by the Land and Resources Chengguan Branch.

(2) Exercise coordination. The district emergency office is responsible for the coordination of drills.

(3) Funding guarantee. The total estimated cost of the exercise is 100,000 yuan.

8. Exercise Requirements

(1) In this comprehensive exercise, there are many participating units, personnel, and vehicles. Each unit must stand at a political level and pay attention to it ideologically. The organization is strict to ensure the success of the drill.

(2) In order to ensure the effect and image of the exercise, all participating vehicles and personnel must strictly abide by the disciplines of the exercise site and obey the leadership's instructions. They are not allowed to move without permission except for the set exercise subjects, and they are not allowed to come and go freely.

(3) Personnel entering dangerous operating areas must wear protective equipment. When all participants and vehicles encounter special dangerous situations, they must deal with them quickly and decisively to ensure safety.

(4) The person in charge of each group should detail the details and assign responsibilities to each person to ensure that the drill proceeds smoothly.

Part 2: Drill Scenario Layout and Process Control

1. Drill Scene Layout

The drill site meets the drill requirements after on-site inspection. An emergency command and observation area, a rescue and evacuation area (channel), a rescue settlement area, a publicity area, a vehicle parking area, and a temporary parking lot are set up on site.

Two rows of tables and chairs are arranged in front of the teaching building on the east side of the drill site to serve as the drill headquarters and observation area.

2. Rescue and evacuation area (passage)

Located on both sides of the teaching building on the south side of the drill site, it mainly simulates landslide alarms and personnel evacuation. Two evacuation routes were arranged on site for the emergency evacuation of about 400 participating students in Grades 3 to 5 of Railway No. 3 Primary School.

3. Rescue and resettlement area

The civil affairs department will set up two tents at the drill site to simulate the emergency headquarters and rescue resettlement site.

4. Publicity area

Display 10 geological disaster prevention and control exhibition boards. At the same time, 2 promotional slogans were hung at the drill site (to improve geological disaster prevention and control capabilities and strengthen geological disaster emergency response capabilities).

5. Vehicle parking area

Participate in the drill to rescue the vehicle parking area.

6. Temporary parking lot

Except for emergency rescue vehicles, all participating department vehicles will be parked in the municipal office compound (temporary parking lot).

2. Exercise process control

(1) 9:00: Drill personnel from each unit arrive at the assembly area in front of the observation platform, team leaders sign in, hold a drill preparatory meeting, and announce drill notes matter.

(2) 9:30: Introduce the background of the performance and observe the leaders and participating units (10 minutes).

(3) 9:40: The exercise officially begins.

Simulating a landslide on the south side of the school teaching building, the monitor and the school reported to the relevant departments, and students evacuated urgently (5 minutes).

(4) 9:45: Fire trucks and ambulances enter the scene to rescue the injured (5 minutes).

(5) 9:50: Emergency member units report in sequence. The on-site commander issued emergency rescue instructions.

(6) 10:00: The on-site command headquarters holds a meeting to activate the emergency plan and carry out emergency rescue according to the disaster situation.

(7) 10:20: Notify the media of the disaster.

(8) 10:25: Drill personnel gather.

(9) 10:30: Exercise evaluation.

3. Overall requirements for the drill

(1) Each unit shall be strictly punctual in accordance with the timetable set by the drill and should arrive at the drill site as early as possible;

( 2) Before the official start of the exercise, personnel from all units should gather in front of the command podium and hold a meeting to explain the drill. After the official start of the exercise, except for the participants, other personnel are not allowed to move around the exercise venue at will;

(3 ) All units must strictly abide by the drill procedures and strictly follow the drill script to carry out their own department's disposal actions;

(4) This drill is a real-scene simulation drill, so all participating units should base their actions on the actual needs of the rescue work. , dress uniformly;

(5) Vehicles from each unit should strictly abide by the parking system and park uniformly in the temporary parking lot and parking lot for participating vehicles on site. After participating in the drill, the participating vehicles should be parked at the original venue in the designated location and are not allowed to park randomly;

(6) The participating vehicles of each unit should make signs or flags with the words "geological disaster emergency rescue" and The name of the unit to facilitate dispatch;

(7) The handling actions of personnel from each unit on site must continue until the specified time after the registration begins, and the actions will end after the headquarters issues instructions;

(8) The reporting time of each unit is limited to 5 minutes. After the report is completed, the person in charge of each unit can issue orders to the personnel of the unit;

(9) Due to the large number of vehicles and personnel at the drill site, Many participating units should strictly enforce safety systems to ensure the safety of participants;

(10) After the drill, all participants must gather in front of the rostrum to participate in the drill evaluation and are not allowed to leave early;
