Article 11 After receiving an application for an assembly, procession or demonstration, the competent authority shall send a decision notice of permission or disapproval to the person in charge two days before the date of application. If it is not allowed, the reasons should be explained. Failure to deliver within the time limit shall be deemed as permission.

When the competent authority serves the decision notice, if the person in charge of the assembly, procession or demonstration refuses to sign, it shall be deemed to have been served. After receiving the notification of the permission decision from the competent authority, if the person in charge decides not to hold an assembly, procession or demonstration, he shall promptly inform the competent authority in writing. If the participants have already assembled, they shall be responsible for dispersing. Article 14 If the person in charge of an assembly, procession or demonstration is dissatisfied with the competent authority’s decision not to grant permission, he or she may apply to the people’s government at the same level for reconsideration within three days of receiving the decision notice. A decision shall be made within three days from the date of the application letter, and the applicant and the competent authority that made the disallowance decision shall be notified in writing. Article 15 Under any of the following circumstances, when deciding to grant permission or after deciding to grant permission, the competent authority may change the time, location, and route of the original application or original permission to hold an assembly, procession, or demonstration, or restrict the use of vehicles and audio equipment and specifications of related items, and promptly notify the person in charge:
