Benxi, Liaoning and China are the four major drug capitals.

With the implementation of the national strategy to revitalize the old industrial base in Northeast China, Liaoning Province is making every effort to build a biomedical industrial base in Liaoning (Benxi) and a drug capital in China. Relying on the biomedical industry, the construction of Shenyang-Benxi ecological new city is an important part of promoting Shenyang-Benxi integration and realizing the development strategy of Shenyang Economic Zone. It is also one of the characteristic industrial clusters promoted by Liaoning provincial government. In order to implement this strategy smoothly, the Liaoning provincial government set up a leading group headed by a vice governor and attended by the leaders of relevant departments and bureaus, which provided all-round support for the development of Benxi pharmaceutical industry. The municipal government of Benxi attaches great importance to it, and strives to strategically adjust the industrial structure of resource-based cities in accordance with the development idea of "two going out" for cities and enterprises, so as to upgrade Benxi from a first-generation city supported by steel industry to a second-generation city supported by steel and biomedicine industries as soon as possible, and finally form a new pattern of "one avenue, one industry and one new city" for economic and social development.

In April 2008, Liaoning (Benxi) Biomedical Industry Base was launched. In just over a year, the medical base has created a miracle with extraordinary development speed. More than 20 well-known enterprises and research institutes such as China Medical University, Shenyang Pharmaceutical University, Liaoning University of Traditional Chinese Medicine, Revision Pharmaceutical, Northeast Pharmaceutical, Tianjin Tasly, Liaoning Chengda, etc.10 have successively settled in the industrial base, with a total investment of over1300 million yuan, which can generate sales income of 33.4 billion yuan. A complete supporting pattern integrating scientific and technological research and development, enterprise incubation, industrial agglomeration, education and training has been initially formed, and the embryonic form of industrial clusters has rapidly emerged.

The planned area of Benxi Eco-New Town is 60 square kilometers. It uses advanced urban management concepts, inherits the natural landscape pattern, deeply digs into the historical and cultural heritage of the city, and pays attention to the scientific development model combining new industrialization, new socialization and new urbanization to create a charming new town integrating urban modernization and ecology.

The biopharmaceutical industry in Liaoning (Benxi) will be characterized by "big industry and wide coverage", forming an industrialization system in which the first, second and third industries go hand in hand and Industry-University-Research develops together, and forming a development pattern of large pharmaceutical industry, which mainly includes traditional Chinese medicine and natural medicine, covering the production, research and circulation of biopharmaceuticals, chemicals, health care products, medical packaging, medical devices and other drugs. In the near future, 200 enterprises will gather here to realize it.

For a long time, Benxi is famous for its steel city. The development of iron and steel industry in the past 100 years has created the present Benxi. It is planned that by 20 10, the city's steel production capacity will reach 22 million tons, making it a rare steel city in the world. However, the Benxi Municipal Party Committee and Municipal Government are also soberly aware that Benxi needs to eat "steel rice", but it can't just eat "steel rice". The single industrial structure means that the market risk borne by the city is very large. As early as 2003, on the basis of comprehensive analysis of the comparative advantages of the city's industrial development, the municipal party Committee and the municipal government clearly cultivated and supported the modern Chinese medicine industry as one of the three successive industries in Benxi. However, due to various reasons, the speed, scale and benefit of development in recent years have always been unsatisfactory.

2008 is a landmark year for the development of Benxi pharmaceutical industry. On March 2 1 day, Governor Gao was listening to the work report of Benxi City, and proposed: "Give the strength of the whole province to support Benxi to strengthen and expand the pharmaceutical industry, and build Benxi into a national leading and world-advanced pharmaceutical industry base", thus raising the development strategy of Benxi to an organic part of the development strategy of the whole province. This is a golden opportunity for Benxi's economic development. In this regard, the Municipal Party Committee and the Municipal Government attach great importance to it, carry out research and planning with a high starting point and high standards, and put forward the development idea of "building China into a drug capital and Benxi into an ecological new city".

"Building China into a pharmaceutical capital" means giving full play to Benxi's comparative advantages such as rich medical resources, solid industrial base, sufficient production factors, strong scientific research support and superior development environment, and taking unconventional measures to promote the great development of biomedical industry in the spirit of seizing every minute. "Big industry" means that the primary, secondary and tertiary industries go hand in hand, and Industry-University-Research develops to form a complete industrialization system; "Wide coverage" is a concept including traditional Chinese medicine, chemical pharmacy, biopharmaceuticals, pharmaceutical intermediates, health care products, medical devices, pharmaceutical packaging and pharmaceutical logistics. Strive to use three to five years to form an industrial cluster with 200 enterprises gathering and sales revenue of 1000 billion yuan in a 20-square-kilometer biomedical industrial base in Liaoning (Benxi), so as to make the pharmaceutical base a unique and first-class national pharmaceutical industrial base in China.

"Building Benxi Ecological New City" means building a brand-new city with an area of 60 square kilometers and a population of 500,000, including Zhangqizhai and Waitou Mountain, in the middle of Shenyang and the old city of Benxi, with the support of biomedical industry and the Benxi Economic and Technological Development Zone (Shiqiaozi) as the center. The industrial area, living area and landscape city of this new city each occupy 20 square kilometers. The starting point and foothold of planning and construction are to maintain green mountains and green waters, use clean energy, maintain ecological balance, respect ecological beauty, natural beauty and environmental beauty, and basically achieve zero air pollution and zero sewage discharge. Through twenty or thirty years' efforts, it will be built into a unique ecological new city, a satellite city in Shenyang and a new bright spot in Shenyang Economic Zone.
