Penalty Regulations for Violations of Urban Environmental Sanitation and Vehicle Parking Order in Hohhot City (Trial)

Article 1: In order to strengthen urban environmental sanitation management, standardize vehicle parking order, optimize the urban environment, and enhance urban civilization, these regulations are formulated in accordance with relevant laws and regulations and in conjunction with the actual situation of our city. Article 2 These regulations apply to urbanized areas, economic development zones and industrial parks in municipal districts. Article 3 This city’s city appearance and environmental sanitation and vehicle parking order management work adheres to the principles of unified leadership, hierarchical management, departmental collaboration, multi-party participation, public supervision, and a combination of education and punishment. Article 4: The municipal urban management and administrative law enforcement department is responsible for the organization and implementation of penalties for urban environmental sanitation violations.

The municipal public security and traffic management department is responsible for the organization and implementation of penalties for vehicle parking order matters.

The urban management departments and public security and traffic control departments of the city’s four districts and development zones are responsible for the organization and implementation of penalties for urban environmental sanitation and vehicle parking order violations within their respective jurisdictions. Article 5: Any unit or individual has the obligation to maintain city appearance, environmental sanitation and vehicle parking order, and has the right to report and complain against violations of these regulations.

The urban management implementation department shall establish a social complaint, reporting, and reward mechanism, and may reward those who complain or report. Article 6 It is prohibited to defecate at will in key urban management areas. If any of the following circumstances occurs, the person shall be ordered to clean up immediately and a fine of not less than 500 yuan but not more than 1,000 yuan may be imposed depending on the circumstances:

(1) In each case Indiscriminate defecation around similar buildings, structures and urban furniture;

(2) Indiscriminate defecation within the scope of public facilities such as urban roads and lighting;

(3) In heating , defecation at will within the safety protection range of water supply, drainage, power supply, gas and other facilities;

(4) defecation at will within the scope of urban gardens, green spaces and around trees;

( 5) Indiscriminate defecation in and around environmental sanitation service facilities such as various trash cans, transfer boxes, sanitation carts, etc.

Those who defecate at will in other management areas of the city will be ordered to clean up immediately and may be fined up to 500 yuan depending on the circumstances. Article 7 Any unit or individual shall maintain public environmental sanitation and prohibit the following behaviors that affect environmental sanitation: (1) Spitting or vomiting;

( 2) Littering peels, paper scraps, cigarette butts, and chewing gum;

(3) Littering disposable tableware, plastic bags and other packaging materials;

(4) Littering Used batteries, used electrical appliances and other hazardous waste;

(5) Littering animal carcasses;

(6) Burning leaves and garbage in open spaces and garbage collection containers .

Anyone who violates the provisions of this article and commits any of the above acts shall be ordered to clean up immediately. Individuals may be fined not more than 10 yuan, and units may be fined not less than 50 yuan but not more than 500 yuan. Article 8 Motor vehicle drivers shall park their vehicles in a standardized manner and shall not park their vehicles randomly or park at will. Vehicles shall be parked in strict accordance with the scope, direction and other marking requirements of the parking spaces. Anyone who violates the provisions of this article and commits any of the following circumstances shall be ordered to make immediate corrections and may be fined not less than 50 yuan but not more than 150 yuan:

(1) Randomly placing unmarked objects on various municipal roads, parks, municipal facilities, etc. Parking motor vehicles at designated parking spots;

(2) Parking beyond the parking space in various parking lots and not parking in the direction and range indicated in the parking space;

(3) Others Failure to park in accordance with regulations.

If bicycles, electric vehicles, tricycles and other non-motor vehicles park randomly or occupy motor vehicle parking spaces, they shall be ordered to make corrections immediately and may be fined not less than 10 yuan but not more than 50 yuan. Article 9 It is prohibited to raise pigs, sheep, cattle, rabbits, chickens, ducks, geese, edible pigeons and other livestock and poultry within urban areas and development zones.

Residents keeping pets must not affect environmental sanitation, and feces produced by pets on roads and other public places must be removed immediately by themselves.

Dog-raising residents in this city should strictly abide by the environmental sanitation management regulations. When taking their dogs out of the house, they should keep their dogs on leashes and be led by adults. They should also prepare tools for cleaning up feces and prevent dogs from excreting outdoors. If there is feces, it should be removed immediately. If it is not removed immediately, a fine of 50 yuan will be imposed. Article 10: No unit or individual may pour sewage, garbage, feces, etc. into rainwater grates, and may not remove various types of manhole covers without authorization and pour waste into them. If the above situation occurs, the person shall be ordered to make corrections immediately and may be fined not less than 200 yuan but not more than 1,000 yuan. Article 11 No unit or individual is allowed to write, engrave, post or hang all kinds of advertisements and publicity materials on road surfaces, rocks, poles, trees and other public facilities. Advertisements and promotional materials are not allowed to be distributed randomly on roads, squares and other public places. Advertisements shall not be placed illegally in property management areas such as corridors and elevators, and shall not be posted, painted, or scrawled.

Those who violate the provisions of this article shall be warned, ordered to make corrections, and may be fined not less than 200 yuan but not more than 2,000 yuan; the units and individuals who organize the implementation shall be fined not less than 3,000 yuan but not more than 30,000 yuan. Article 12 Drivers and passengers of motor vehicles and non-motor vehicles shall not throw cigarette butts, peels and other items at will when driving or riding in motor vehicles or non-motor vehicles.

Those who violate the provisions of this article shall be warned, ordered to make corrections, and fined 50 yuan. Article 13 When transporting construction waste and materials, they shall not be discarded or spilled.

Anyone who violates the provisions of this article shall be ordered to make corrections within a time limit, given a warning, and fined not less than 5,000 yuan but not more than 50,000 yuan.
