The development of Nanxiong specialty high-quality tobacco leaves is one of the pilot units in the national tobacco area, and it is also a continuation of the development project to partially replace imported tobacco leaves. From 2004 to 2010, Nanxiong went from developing 2,000 acres of tobacco fields for one counterpart industrial enterprise to developing 37,000 acres of tobacco fields for three industrial enterprises: China Tobacco Guangdong, China Tobacco Hubei, and China Tobacco Sichuan and Chongqing. "Quality is more important than weight. We will develop characteristic and high-quality tobacco leaves as the direction of future development." Yin Benliang of Nanxiong Tobacco Company explained his development outlook this way.

In the process of tobacco leaf production, Nanxiong Tobacco Company combined with the construction of base units, jointly established a project leadership group with industrial enterprises and technology research and development units, including subject research, technology promotion, acquisition and allocation and other institutions , to ensure the orderly development of the project.
