Article 19 The heating management agency shall delimit the safety protection scope for key parts of the heating facilities. The heat source or heating unit shall set up safety warning signs within the safety protection scope and take corresponding safety protection measures. measure.

Within the safety protection scope of key heating facilities, it is prohibited to build buildings or structures without authorization or engage in excavation, pile driving, blasting and other activities that affect the safety of heating facilities.

Article 20 Any unit or individual shall not engage in the following acts that hinder the normal operation of the heating pipe network:

(1) Modify, dismantle or move the public heating system without authorization Facilities;

(2) Discharging sewage or dumping garbage, liquids and other harmful substances into heating valve wells and pipe trenches;

(3) Connecting or cutting off the heating pipe network without authorization and other heating facilities;

(4) Unauthorized connection to the grid to increase capacity or change the nature and operation mode of heating facilities;

(5) Damage or unauthorized movement or modification of heat metering Instruments and their accessories;

(6) Other acts that damage heating facilities.

Article 21 Before starting a construction project, the construction unit shall inquire about the distribution of heating facilities and underground pipe networks. If a construction project may affect the safety of heating facilities, the construction unit shall carry out the construction in accordance with the protective measures agreed with the heat source unit or heating unit.

Article 22: Heat supply and consumption facilities shall be inspected, repaired, maintained and updated regularly to ensure safe operation. Responsibilities and costs for maintenance and updates should be divided according to the following principles:

(1) For heating facilities exported from the heat source unit to each heating station, the heat source unit and the heating unit shall bear the corresponding maintenance according to their property rights. Maintenance and update responsibilities and costs;

(2) The heat station exports to the household valves (including valves, heat meters, etc.) of residential users who adopt household controlled heating supply, or to the household valves that have not yet implemented household heating. The heat supply unit is responsible for the maintenance and update of the heating facilities (including valves) in the units or building entrance valve wells (including valves) of residential users and non-resident users of heat (single-pipe circulating pipe network heating), and the heating expenses are paid by the heat supply unit. Funds are guaranteed for pipe network repair, maintenance, and renewal. The responsibility for repair and maintenance of heating facilities invested and updated by the municipal and county people's governments shall be determined by the municipal and county people's governments;

(3) Residential users who adopt household-based heating control shall The home entrance valve is the demarcation point, and the owner of the house shall bear the responsibility and expense for repair, maintenance, and update from the home entrance valve to the indoor heating facilities. For residential users and non-resident users who have not yet implemented household heating (single-pipe circulating pipe network heating), the unit or building entrance valve well is used as the dividing point, and the distance from the unit or building entrance valve well to the indoor entrance* The owner of the house shall jointly bear the maintenance, maintenance, renewal responsibilities and expenses for the heating facilities used in the house; the maintenance, maintenance, renewal responsibilities and expenses for the indoor heating facilities shall be borne by the house owner.

Article 23: Establish a funding system for the repair, maintenance, and renewal of heating pipe networks.

Repair, maintenance, and update guarantee funds are managed uniformly by the heating department and are specially used for household valves (including valves, heat meters, etc.) from the outlet of the heating station to residential users who use household-controlled heating. ) or repair, maintenance and update of heating facilities (including valves) in the units or building entrance valve wells (including valves) of residential users and non-resident users who have not yet implemented household heating (single-pipe circulating pipe network heating).

Repair, maintenance, and renewal guarantee funds are raised in the following ways:

(1) Special funds are arranged annually by the municipal, banner, county, and district finance levels;

(2) Proportionally withdrawn from the heat fee of each heating period;

(3) Other funds stipulated by the national, autonomous region and municipal people's governments.
