Article 21 Before starting a construction project, the construction unit shall inquire about the distribution of heating facilities and underground pipe networks. If a construction project may affect the safety of heating facilities, the construction unit shall carry out the construction in accordance with the protective measures agreed with the heat source unit or heating unit.
Article 22: Heat supply and consumption facilities shall be inspected, repaired, maintained and updated regularly to ensure safe operation. Responsibilities and costs for maintenance and updates should be divided according to the following principles:
