1. Time and Scope of Fishing Prohibition

(1) Time of Fishing Prohibition: : on April 1st to 24: on July 31st.

(2) Fishing ban: The Helan section of the Yellow River and its affiliated waters such as river gullies and canals are closed to fishing.

No unit or individual may obstruct or delay the fishing ban under any pretext.

III. Defining the Division of Responsibilities

Fourth, strengthen publicity and education

Publicity and education should be the focus of the fishing ban and run through the whole fishing ban. Second, we should explore the establishment of a social supervision mechanism. Actively mobilize the villagers along the river and the vast number of caring people and fishing enthusiasts to participate in the supervision of the ban on fishing. Third, we should establish a timely reporting system for major events. The dynamic work of the Yellow River fishing ban should be reported regularly, and major events should be reported in time. Pay close attention to the new situation and new trend in the process of fishing ban, investigate and study in time and properly solve it.

(2) Strict law enforcement inspection. According to the principle of territorial management, all towns (farms) along the Yellow River should focus on the stalls and sales of catfish and yellow carp on both sides of the Yellow River, Binhe Avenue, main river ditches, farmers' markets and morning markets, cooperate with the county agricultural and rural bureau to carry out law enforcement inspections, intensify the crackdown on illegal operations during the fishing ban, and strictly crack down on illegal fishing activities such as "three noes" ships, "extinct nets" and "electric poison bombing".
