Chapter 1 General Provisions Article 1 In order to strengthen the management of urban appearance and environmental sanitation and create a clean and beautiful urban environment, these regulations are formulated in accordance with relevant laws and regulations and in combination with the actual situation of this city. Article 2 These regulations apply to the urban built-up areas within the administrative region of this city and the urbanization management delineated and announced by the city, county (city, district) people's government (including Binhai New Area Management Committee and Songshan New Area Management Committee, the same below) Regional city appearance and environmental sanitation management. Article 3 The municipal and county (city, district) people's governments shall strengthen leadership over urban appearance and environmental sanitation work and establish a diversified investment guarantee mechanism based on public finance.

The administrative departments of city appearance and environmental sanitation of the municipal and county (city, district) people's governments are responsible for the management of city appearance and environmental sanitation in their respective administrative regions. Other relevant departments, township people's governments, and sub-district offices shall Carry out work related to city appearance and environmental sanitation management in accordance with their respective responsibilities. Article 4: The municipal administrative department for urban appearance and environmental sanitation shall, in conjunction with the planning department, formulate the city's urban appearance standards and submit them to the Municipal People's Government for approval before promulgating and implementing them. Article 5: This city implements the urban appearance and environmental sanitation responsibility area management system; it implements the urban city appearance and environmental sanitation contract responsibility system for units and shops on both sides of the street.

The responsible areas and responsible persons for urban appearance and environmental sanitation shall be determined in accordance with relevant regulations. If the responsible area and responsible person are unclear, they shall be determined by the city's city appearance and environmental sanitation administrative department or the sub-district office.

The city's city appearance and environmental sanitation administrative department or sub-district office should sign a responsibility letter with the responsible person, clarify the management content and scope, and supervise the implementation. Article 6 The administrative penalties and administrative enforcement powers related to administrative penalties stipulated in these regulations shall be implemented by the city's city appearance and environmental sanitation administrative departments. Comprehensive administrative law enforcement shall be implemented by the city management comprehensive administrative law enforcement department in accordance with the law. If laws and regulations provide otherwise, such provisions shall prevail. Chapter 2 Urban Appearance Management Article 7 The installation of window bars, protective nets, air conditioners and other facilities on the exterior facades of buildings and structures shall not hinder the city appearance; no debris shall be piled or facilities may be built on the roof.

No unit or individual may hang or place items that affect the city appearance on the balconies, windows, verandahs, platforms, etc. of buildings and structures on both sides of the street.

Anyone who violates the provisions of paragraph 1 of this article shall be ordered to make corrections within a time limit or to dismantle it on his own; if he fails to make corrections within the time limit or fails to dismantle himself, he shall be forcibly dismantled in accordance with the law and shall be fined 500 yuan. If the circumstances are serious, he shall also be fined 1,000 yuan. fine.

Those who violate the provisions of paragraph 2 of this article shall be ordered to make corrections within a time limit; those who fail to make corrections within the time limit shall be fined fifty yuan, and in serious cases shall be fined two hundred yuan. Article 8 No unit or individual may build buildings or structures without authorization; materials may not be piled on both sides of streets or public places without authorization.

If you temporarily occupy urban roads, parks, squares and other public places due to cultural, public welfare, trade exhibitions and other activities and construction needs, or build temporary buildings, structures and other facilities, you must follow relevant regulations Go through the approval procedures and engage in relevant activities within the designated time and scope; after the activity is completed or the occupation period expires, the site should be cleaned up in a timely manner and restored to its original condition.

Anyone who violates the provisions of the first paragraph of this article shall be ordered to stop the illegal act, dismantle, clean up or take other remedial measures within a time limit, and may be fined one hundred yuan. If the circumstances are more serious, a fine of five hundred yuan shall be imposed. In serious cases, a fine of RMB 1,000 will be imposed.

Anyone who violates the provisions of paragraph 2 of this article shall be ordered to make corrections and fined 2,000 yuan. If the circumstances are serious, he shall be fined 10,000 yuan. If the circumstances are serious, he shall be fined 20,000 yuan. Article 9 The municipal and county (city, district) people's governments shall reasonably set up business venues such as markets, morning markets, night markets, and specialty business streets based on actual needs and conditions.

No unit or individual may occupy urban roads, bridges, underground passages, squares, parks and other public spaces without authorization to engage in business activities such as setting up stalls and selling goods.

Shop operators on both sides of the street and around public places are not allowed to conduct outside operations, operations, or display or stack goods beyond the doors, windows, or exterior walls.

Trade markets, catering, non-motor vehicle repair, shoe shine and other temporary stalls set up on both sides of the road and other public places should operate in accordance with the prescribed areas and time periods and maintain operations. The venue is clean and tidy.

Anyone who violates the provisions of paragraphs 2, 3 and 4 of this article shall be ordered to make corrections; if he refuses to make corrections, he shall be fined 100 yuan, and if the circumstances are serious, he shall be fined 500 yuan. Article 10: Urban city appearance and environmental sanitation administrative departments, township people's governments, sub-district offices, etc. shall reasonably set up information release columns to facilitate the public release of information.

No unit or individual may graffiti, carve or hang on urban buildings, structures, urban roads, guardrails, street signs, telephone poles and other public facilities, trees, residential area walls, corridors, etc. , post promotional materials.

If slogans, banners and other promotional materials are set up in public places, the approval procedures must be carried out in accordance with relevant regulations, and the promotional materials should be kept clean and beautiful, and should be cleaned and dismantled in a timely manner after the event or expiration. Promotional materials must not cover road signs or obstruct traffic.

Anyone who violates the provisions of paragraph 2 of this article shall be ordered to clean up and demolish the property and shall be fined one hundred yuan for each violation.

Anyone who violates the provisions of paragraph 3 of this article shall be ordered to stop the illegal behavior, take remedial measures, and be fined 200 yuan.
