On the basis of personal summary, the assessment leading group will conduct a comprehensive assessment based on comprehensive democratic assessment, evaluation by leaders in charge, and combined with the assessee's usual assessment status, annual performance of job responsibilities and work performance, put forward final review opinions, and determine the proposed assessment grade.

(3) The evaluation is open to the public and subject to supervision by all employees. The entire evaluation process adheres to the principles of fairness, impartiality, and openness, adopts democratic evaluation, and scores based on the five parts of morality, ability, diligence, performance, and integrity, and resolutely puts an end to overly extreme scores. The statistics of evaluation results are carried out under the supervision of all business cadres and finally made public.

Through democratic evaluation, 3 outstanding personnel, 23 qualified personnel, 3 uncertain personnel were selected, and all of them were incompetent.
