Measures of Chaozhou Municipality on the Administration of Outdoor Advertising Facilities and Signboards

Chapter I General Provisions Article 1 In order to strengthen the management of outdoor advertising facilities and signboards, make rational use of urban space resources and improve the level of urban management, these Measures are formulated in accordance with the Advertising Law of People's Republic of China (PRC), the Regulations on the Administration of Urban Appearance and Environmental Sanitation, the Regulations on the Administration of Urban Appearance and Environmental Sanitation of Chaozhou and other laws and regulations, and in combination with the actual situation of this Municipality. Article 2 These Measures shall apply to the establishment and management of outdoor advertising facilities and signboards within the urban areas of this Municipality (including Xiangqiao District, Fengxi District and Quanfenghu High-tech Zone).

The establishment and management of outdoor advertising facilities and signboards in Chaoan District can be implemented according to the actual management of the area and with reference to these measures. Article 3 The term "outdoor advertising facilities" as mentioned in these Measures refers to the facilities that use buildings (structures) and outdoor venues to publish commercial or public service advertisements, including:

(a) display boards (including T-shaped billboards), light boxes, neon lights, luminous fonts, electronic display screens, electronic turnover devices, public advertising columns (including publicity columns, enlightenment columns, warning columns, bulletin boards, posters and other advertising facilities. ) and the use of outdoor venues, roads or buildings and other municipal facilities to set up solid models.

(two) the use of the construction site fence (block) advertising facilities;

(three) advertising facilities set up in the form of cloth, balloons, inflatable devices or other forms;

(four) other advertising facilities set up by using new materials such as laser beams and lighting patterns or scientific and technological measures.

The term "signboard" as mentioned in these Measures refers to signboards, plaques and signs. Enterprises, institutions, individual industrial and commercial households or other organizations set up advertisements to express their names, shop names, logos and other contents on the buildings (structures) and ancillary facilities in their office or business premises. Fourth urban management and comprehensive law enforcement departments are responsible for the supervision and management of outdoor advertising facilities and signboards within their respective administrative areas, as well as the collection of paid use fees for urban public space advertising rights.

The competent department of market supervision and management is responsible for the supervision and management of outdoor advertising content.

The departments in charge of development and reform, finance, public security, civil affairs, natural resources, ecological environment, housing and urban and rural construction, transportation, water affairs, emergency management, meteorology, etc. shall, according to their respective responsibilities, coordinate the implementation of these measures. Fifth outdoor advertising facilities and signboards should follow the principles of unified planning, rational layout, energy conservation and environmental protection, safety standards, resource integration and information disclosure. Sixth urban management comprehensive law enforcement departments should establish a complaint reporting system for outdoor advertising facilities and signboards, announce the acceptance methods of complaints and reports for outdoor advertising facilities and signboards, and investigate and deal with reports according to law. Seventh to encourage administrative organs to participate in public service advertising activities through government procurement of public service advertisements; Encourage enterprises, institutions, organizations and individuals to design, produce and publish public service advertisements at their own expense; Encourage all kinds of social media to publish public service advertisements for free. Chapter II Setting Standards Article 8 Outdoor advertising planning is the management basis for setting up outdoor advertising facilities and signboards. Outdoor advertising planning includes outdoor advertising special planning and outdoor advertising setting planning.

The special planning of outdoor advertising should aim at beautifying and optimizing the urban landscape, reflect the release demand of outdoor public service advertisements and determine the spatial layout.

Outdoor advertising planning shall specify the location, form, specifications and other specific requirements of outdoor advertising facilities, and clarify the scope of suitable areas, restricted areas and prohibited areas and the principles of classified control; Clarify the general specifications and requirements for signboard setting. Ninth city outdoor advertising planning by the city management comprehensive law enforcement departments to organize the preparation, reported to the Municipal People's government for approval before promulgation and implementation.

(seven) in state organs, cultural relics protection units, scenic spots and other construction control areas, or places where outdoor advertising is prohibited by the people's governments at or above the county level;

(eight) other circumstances that are not allowed by laws and regulations.
