Article 3 Rail transit shall follow the principles of overall planning, priority development, supporting construction, safe operation, and standardized services. Article 4 The Municipal People's Government shall strengthen unified leadership over rail transit work, establish a comprehensive coordination mechanism for rail transit, and coordinate and resolve major issues such as rail transit planning, construction, management, operation, and safety. The Municipal Rail Transit Construction Management Agency is the office of the Municipal People's Government that organizes and leads rail transit work.
