First, fully understand the significance of the phased lease subsidy policy

Paying phased rental subsidies to newly employed workers without housing is a measure to benefit the people by implementing the spirit of the Central Economic Work Conference and the tasks of "six guarantees" and "six guarantees" and helping them solve the phased housing difficulties. All localities should, in accordance with the deployment requirements of the provincial party committee and the provincial government, improve their political stance, enhance their overall awareness, highlight the orientation of people's livelihood, strengthen employment priority, and do a good job in policy implementation from the perspective of achieving more adequate and higher-quality employment and safeguarding the rights and interests of workers.

Two, accurately grasp the qualification conditions of the phased lease subsidy policy

About newly employed workers without housing. All localities should publicize the audit results in a timely manner, and the publicity time should be no less than 3 working days.

About the payment of subsidies. Generally speaking, the installment subsidy should be paid monthly or quarterly from the month of approval. Subsidy funds shall be allocated in accordance with the provisions on the administration of centralized treasury payment. The cumulative payment period of phased lease subsidies shall not exceed 36 months. For those who still meet the qualifications of other security objects beyond the guarantee period, they can change the protection category according to the regulations and continue to apply for protection. There is no cumulative guarantee period for the qualifications of other security objects.

About qualification review. All localities should take regular inspections and dynamic spot checks to strengthen post-event supervision over the qualification of phased lease subsidies. Those who no longer meet the qualification conditions of phased lease subsidies should stop issuing in time, and those who violate the rules should correct and recover the losses in time and deal with them accordingly.

About financial guarantee. The funds required for the installment lease subsidy shall be guaranteed by the local financial department as a whole with relevant financial funds at all levels.

Municipalities should introduce specific measures before April 20, and report to the Provincial Department of Housing and Urban-Rural Development for the record before April 25.

Implement regular scheduling. According to the requirements of the provincial party Committee, the Provincial Department of Housing and Urban-Rural Development will regularly dispatch the implementation of the policy. Housing and urban-rural construction departments at all levels should give full play to the leading role, strengthen supervision and dispatch according to the policy list, regularly sort out and summarize the implementation of policies, establish work ledgers, and stamp and report them before the end of each quarter.
