According to the spirit of the Notice of the Provincial Government on Printing and Distributing the List of Policies of "Six Guarantees" and "Six Guarantees" to Promote High-quality Development, we now put forward the following implementation opinions on the implementation of Item 38 of the List of Policies of Paying Phased Housing Rental Subsidies to Newly Employed Workers without Housing:

First, fully understand the significance of the phased lease subsidy policy

Paying phased rental subsidies to newly employed workers without housing is a measure to benefit the people by implementing the spirit of the Central Economic Work Conference and the tasks of "six guarantees" and "six guarantees" and helping them solve the phased housing difficulties. All localities should, in accordance with the deployment requirements of the provincial party committee and the provincial government, improve their political stance, enhance their overall awareness, highlight the orientation of people's livelihood, strengthen employment priority, and do a good job in policy implementation from the perspective of achieving more adequate and higher-quality employment and safeguarding the rights and interests of workers.

Two, accurately grasp the qualification conditions of the phased lease subsidy policy

About newly employed workers without housing. After 202 1, 1, 1, the specific qualifications of those who are employed for the first time in the local area, register for employment, pay social insurance and housing accumulation fund normally, have no self-owned housing in the urban area where they work, and need to rent housing to solve their living difficulties are determined by local conditions. For flexible employees, cities with conditions can be included in the scope of phased lease subsidies.

About subsidy standards. The minimum standard of installment lease subsidy is not less than 300 yuan/month. All localities can determine the subsidy standard according to the education level of newly employed workers without housing and the number of family members, and the standard is not less than 50 yuan/month for each additional person. If the housing rental expenses actually borne by newly-employed workers without housing are lower than the subsidy standard, phased rental subsidies will be issued according to the actual expenditure; If the same family has more than one newly employed employee without housing, they will not be able to enjoy the subsidy again. Those who have enjoyed other housing subsidy policies and housing security policies such as talent housing subsidies, talent rental subsidies and resettlement subsidies are not included in the scope of phased lease subsidies.

About the elements of the statement. The application elements of phased lease subsidies should highlight the standards of new employment and no housing, and determine the application elements according to the principle of simplicity. All localities should actively adopt the methods of informing commitment and authorizing inspection to promote the declaration of good faith, so as to facilitate the masses to handle affairs.

On the acceptance of the declaration. Periodic lease subsidy declaration generally takes the form of centralized declaration by employees through employers. If the employer does not have the conditions to declare or flexible employees, individuals are allowed to declare separately.

About audit publicity. All localities should check the employment registration, housing and social insurance through the joint review of big data. The review period shall be calculated from the date of receiving the application materials that meet the requirements, and the cumulative period shall not exceed 15 working days. All localities should publicize the audit results in a timely manner, and the publicity time should be no less than 3 working days.

About the payment of subsidies. Generally speaking, the installment subsidy should be paid monthly or quarterly from the month of approval. Subsidy funds shall be allocated in accordance with the provisions on the administration of centralized treasury payment. The cumulative payment period of phased lease subsidies shall not exceed 36 months. For those who still meet the qualifications of other security objects beyond the guarantee period, they can change the protection category according to the regulations and continue to apply for protection. There is no cumulative guarantee period for the qualifications of other security objects.

About qualification review. All localities should take regular inspections and dynamic spot checks to strengthen post-event supervision over the qualification of phased lease subsidies. Those who no longer meet the qualification conditions of phased lease subsidies should stop issuing in time, and those who violate the rules should correct and recover the losses in time and deal with them accordingly.

About financial guarantee. The funds required for the installment lease subsidy shall be guaranteed by the local financial department as a whole with relevant financial funds at all levels.

Three, earnestly implement the phased lease subsidy policy.

Do a good job in policy convergence. All localities should do a good job in connecting the phased rental subsidies for newly employed workers without housing with urban residents' housing security and talent housing subsidies, and gradually build a new pattern of housing security with clear positioning, hierarchical classification and precise orientation.

Accelerate the revision and improvement of the implementation measures. All localities should, in accordance with the requirements of this implementation opinion, formulate and improve local implementation measures as soon as possible, clarify the qualifications, subsidy standards and distribution processes, and announce them to the public in a timely manner to ensure that the policies are implemented. Municipalities should introduce specific measures before April 20, and report to the Provincial Department of Housing and Urban-Rural Development for the record before April 25.

Increase policy propaganda. All localities should strengthen policy propaganda, carry out special actions such as "Policy Publicity Month" and "Three Enters and Three Positions" in time, expand the awareness rate and coverage of policies, get through the "last mile" of serving the masses, and do a good job.

Implement regular scheduling. According to the requirements of the provincial party Committee, the Provincial Department of Housing and Urban-Rural Development will regularly dispatch the implementation of the policy. Housing and urban-rural construction departments at all levels should give full play to the leading role, strengthen supervision and dispatch according to the policy list, regularly sort out and summarize the implementation of policies, establish work ledgers, and stamp and report them before the end of each quarter. Municipalities should identify the 1 contact person and report to the Housing Security Department of the Provincial Department of Housing and Urban-Rural Development before March 15.
