since the beginning of this year, under the great attention and unified leadership of Fuyang Municipal Party Committee and Municipal Government, all towns (streets) have gone all out to implement the forest fire prevention responsibility system and various fire prevention measures in a down-to-earth manner, and earnestly guard against death. The relevant departments have given full play to their respective functions and cooperated with each other, and the city has formed a joint force from top to bottom, built a strict prevention and control system, firmly grasped the fundamental link of "prevention", and carried out solid work around the further implementation of the responsibility system and the management of wild fire sources, thus effectively curbing the momentum of forest fires. Under the correct leadership of the Bureau Party Committee and the administration, the Fire Prevention Office focused on the central task of doing a good job in forest fire prevention, conscientiously implemented the forest fire prevention guidelines and policies and the work arrangements of the provincial and Hangzhou forest fire prevention headquarters, earnestly performed its duties, and successfully completed the task of forest fire prevention in the first half of the year, especially during the period of Tomb-Sweeping Day. The work is briefly reported as follows:

1. Forest fires in the city in the first half of the year

According to statistics, there were 6 general forest fires, 1 fire and 33 fires in the city. The total area of fire is 85.65 hectares, the area of damaged forest is 29.29 hectares, the lost forest stock is 15 cubic meters, the forest damage rate is .3‰, the incidence rate is 7 times per 1, hectares, and the control rate is 4.18 hectares. 3,863 workers were put into fire fighting, and the fund for fire fighting was about 15, yuan. Four people were injured because of fighting forest fires, and no major forest fires occurred. Through the analysis of the causes of the fire, 41.4% were burned by burning wasteland and ashes, burning grass in fields and ridges, 34.5% by burning paper on graves and setting off firecrackers, 1.4% by smoking, 6.9% by children playing with fire, 3.4% by dementia and 3.4% by mountain refining. Therefore, burning wasteland and ashes, burning fields and grass, burning paper on graves and setting off firecrackers are still the main sources of forest fires, accounting for 75.9% of all fire causes. Compared with the same period of last year, the number of fires decreased by 9 times, down by 56.3%, the area burned by fires decreased by 79.77 hectares, down by 48.2%, the area damaged by forests decreased by 77.28 hectares, down by 72.5%, the forest damage rate decreased by .79 thousandths, the incidence rate decreased by 9 times per 1, hectares, and the control rate decreased by 2.48 hectares. All the indicators have dropped significantly compared with last year. There are no fires in 21 of the 25 towns and villages in the city, especially in towns and villages (units) such as Luzhu, Chunjiang, Yushan, Lingqiao, Evergreen, Longmen, Huyuan, State-owned Forest Farm Asset Management Company, Yalinsuo Experimental Forest Farm, etc. Since this year, there has been no fire in Wanshi, Gao Qiao, Shoujiang, Dongzhou, Chang 'an, Xintong and Fuchun. The occurrence of forest fires and fires during the spring prevention this year has the following characteristics: First, the occurrence time of fires and fires is relatively concentrated. Mid-February is the initial period of fire, with two fires and three fires; In March, there were three fires in the city, and when there was a fire, the number of fires reached 23. On the 29th to 3th, there were 13 fires, especially on the 3th, two fires broke out in Ye Sheng Village and Shuanglin Village around the mountain, and four villagers were injured. The forest fire broke out. During the period of 1-1 in Tomb-Sweeping Day, although the traditional non-productive use of fire in the field, such as paying homage to ancestors, soared, due to strict management and measures in place, the city formed a strict prevention and control system, and the fire-prone momentum was effectively curbed, with one forest fire and two fires. Second, the fire broke out between 12 noon and 14 noon. On February 11, a fire broke out in Zhenjiaxi, Changkou, at 13: 5. On March 3, the forest fire in Dale Village, Dongqiao Town, the fire time was 12: 3; "3.3" forest fire, the fire time is 13: 3. It conforms to the law of fire occurrence period, and also reflects that there are still loopholes in strict management measures during this period. Third, it is difficult to put out forest fires. First of all, due to the accumulation of litter in the forest, it provides a large amount of combustible material basis for the fire. After the fire, it burns fast and the fire is fierce, so it is impossible to fight directly. Secondly, when it is sunny for more than three consecutive days, the air is dry and the wind direction is changeable, so it is difficult to control the fire in a short time by setting up a fire isolation belt indirectly. If you miss the opportunity in the initial stage, it will often take a long time to burn, which is easy to form a large-scale fire and poses a great threat to firefighters. The "3.3" fire is a typical example.

II. Several major tasks

1. Pay close attention to the fire prevention trends and make timely arrangements for the city's forest fire prevention work according to the instructions of the superior business departments and bureau leaders. Timely convey and issue a notice or urgent notice on doing a good job in forest fire prevention, focusing on the implementation of the responsibility system, fire prevention publicity and education, the management of wild fire sources, fire fighting and strict fire prevention duty, etc., to give comprehensive guidance to the city's forest fire prevention work. Timely release the information, ensure the smooth implementation of government decrees, promote the better implementation of various forest fire prevention measures in various places, and implement the relevant forest fire prevention policies and work arrangements at higher levels.

2. Carefully deploy and publicize forest fire prevention, and strive to improve people's self-discipline awareness of forest fire prevention. While paying attention to the regular propaganda work of forest fire prevention, in view of the severe situation that the customary illegal use of fire to worship ancestors in Tomb-Sweeping Day increased sharply, we focused on the surprise propaganda during the important fire prevention period and carefully organized publicity materials. From March 3 to April 6, through the municipal radio and television station, the "Notice" of the Municipal Forest Fire Prevention Command was broadcast every prime time, and the forest fire prevention propaganda and warning slogans were broadcasted in a rolling way; Send forest fire prevention short messages to nearly 4, mobile phone users in the city through the mobile phone short message platform of China Mobile Company and China Unicom Company, reminding the general public that it is forbidden to use fire in the wild to prevent fires; Co-produced two special programs of "Voice of Forestry" and "News Observation" with radio and television stations to publicize the activities of "Three without Excellence", forest fire prevention knowledge and typical fire cases, and to guide and warn the masses from both positive and negative aspects; On the evening of March 31, Vice Mayor Pan Jianping made a special TV speech on mobilizing all the staff to do a good job in forest fire prevention during the Qingming period, calling on the people of the whole city and everyone to participate in forest fire prevention work and create a sense of autonomy of "forest fire prevention is everyone's responsibility". It should be said that this year, the news media organizations in our city have made unprecedented publicity on forest fire prevention. Radio and television broadcast and forecast the' forest fire risk rating of the day and the next day every day, report the dynamics of forest fire prevention work in the city in time, and introduce good practices in various places. Before and after Tomb-Sweeping Day, radio stations also broadcast "Management Measures for Outdoor Fire in Fuyang City" every day, and Fuyang Daily often publicized and reported the dynamics of forest fire prevention and the information on the investigation and handling of fire cases, which truly realized that newspapers had words, radio had audio and television had images, and the forest fire prevention atmosphere was strong.

In particular, the propaganda tapes (discs) recorded by the municipal forest fire prevention headquarters were copied and distributed to villages, and the propaganda was repeatedly broadcast by using the favorable conditions of village-to-village broadcasting, and the propaganda vehicles were mobile and publicized, with good results. Shoujiang town gives special lectures on forest fire prevention knowledge to primary and secondary school students and organizes forest fire prevention knowledge competitions; Luzhu Town continued to carry out the third "Yulin Cup" essay contest on forest fire prevention knowledge in primary and secondary schools, so that all primary and secondary school students could be educated. Xindeng Town alone distributed 25, open letters, proposals and notices, hung banners and posted more than 5,1 slogans. According to preliminary statistics, from March to April 1th, the city * * * distributed more than 18, notices and open letters to farmers, hung more than 2, banners and posted slogans, dispatched publicity vehicles for more than 3 days, and distributed more than 1,4 billboards. The city has formed a huge momentum of forest fire prevention.

3. Strengthen supervision and inspection to ensure that all measures are put in place. The fundamental of forest fire prevention is to implement the measures. According to the working mechanism of global chess game, the fire prevention office pays close attention to the fire prevention trends and conducts regular inspections in a timely manner, in addition to the unified organization and supervision by the bureau during the critical fire prevention period. During the Qingming period, the bureau went all out to supervise and guide the implementation of forest fire prevention responsibilities and measures in various places in accordance with the forest fire prevention responsibility areas of party Committee members. Director Zhu accompanied the city leaders to check the key towns (streets) such as Wanshi, Dongqiao, Changkou, Chang 'an, Dongzhou and Dayuan, and worked with the town (street) leaders to study countermeasures and solve specific problems. The Fire Prevention Office should conscientiously do a good job in the dispatch of information and fire to ensure that the fire is disposed of in time. Through strengthening supervision and inspection, it has been implemented by investigation, which has effectively promoted the further implementation of various fire prevention measures in the city. Judging from the inspection situation, this year, local leaders paid attention to it, fulfilled their responsibilities, put personnel in place, took strict measures and controlled it effectively. Traditional firecrackers on graves are rarely heard, and the phenomenon of burning paper money and lighting incense candles is greatly reduced compared with previous years. Instead, the number of civilized ancestor worship methods such as flowers and fruits has increased significantly, and the fire sources in the wild have been well controlled.

4. continue to do a good job in the construction of forest fire barrier network. Seriously organize the implementation of XX municipal biological fire forest belt project construction. This year, the task of building a 2-kilometer (including the provincial index of ***56.35) biological fire forest belt in Hangzhou has been basically completed.

5. Do the daily work in the office seriously. First, according to the weather conditions and the important fire prevention period, the fire prevention work in various places is regularly inspected to promote the implementation of various fire prevention measures; The second is to do a good job in fire prevention duty. According to the forest fire disposal procedures and reporting system, do a good job in fire registration and fire dispatch, report to the bureau leaders in time in case of forest fire, and rush to the scene to participate in fire fighting and organization, command and coordination; The third is to fill in all kinds of forms and files of forest fire, and timely sort out the relevant information and accounts of forest fire prevention for filing. Organize forest fire prevention equipment and materials and allocate them in place in time. Complete the phased and temporary tasks assigned by the superior business department or the bureau leaders on time.

6. Do a good job in finishing the construction of comprehensive management project in key fire danger areas of forest fires. According to the national mandatory plan of the project construction and the arrangement of the bureau leaders, last year, on the basis of carefully organizing and implementing 42 minor items of the three major systems of project construction, including preventive monitoring, command and communication, and emergency rescue and reserve, this year, 11 minor items that have not yet been built in place will be organized and implemented one by one, and all the construction will be completed by the end of March. According to the notification requirements of the Provincial Forestry Department and the instructions of the bureau leaders, relevant materials are being sorted out and prepared to meet the inspection and acceptance in October in the province. In addition, 496 sets of fire-retardant clothing, 19 sets of wind extinguishers, 14 sets of chain saws and 32 sets of fire-fighting water guns were also purchased, mainly for the construction of township (street) fire-fighting teams and storage depots. So far, there are 171 wind fire extinguishers, 2,746 sets of fire-fighting and flame-retardant clothes, 22 chainsaws, 1 cutting and irrigation machines and 4 fire-fighting water guns in the city.

Third, the focus of the next step:

Always implement the policy of "prevention first, active elimination", keep the string of forest fire prevention tight, while continuing to pay close attention to the implementation of various measures, further establish and improve the long-term management mechanism based on foundation and prevention, and further do a good job in the implementation of various measures according to the requirements of the provincial and Hangzhou forest fire prevention headquarters. At present, it is especially necessary to do a good job in forest fire prevention during the high temperature period in summer.

Focus on the following tasks:

(1) Strengthen the implementation of the forest fire prevention responsibility system. In accordance with the accountability system for forest fire prevention, we will further promote the implementation of fire prevention responsibility on the shoulders of leaders at all levels and relevant personnel, and implement it in villages, mountains, households and people, and establish a forest fire prevention responsibility mechanism with rules to follow and responsibilities to check. Efforts should be made to build a working mechanism of mass prevention and treatment with the main content of "based on the grass roots, clear responsibilities, self-defense and self-help".

(2) Strengthen the management of field fire sources. Strict field fire approval system, standardize field fire management. Increase the punishment for illegal use of fire, so that the management of field use of fire will enter the legal track. According to the principle of "four don't let go", a forest fire prevention management pattern is formed, which is to investigate every fire, investigate every violation and punish every fire.

(3), strengthen forest fire prevention publicity. Pay attention to the effectiveness of publicity, formulate publicity plans, make full use of various publicity tools and ways, and conduct extensive publicity by combining regular publicity with surprise publicity, general publicity with key publicity, fixed publicity with roving publicity and door-to-door publicity, so as to further enhance people's awareness of forest fire prevention responsibility, prevention awareness and safe use of fire according to law.

(4), strengthen the construction of forest fire brigade, and accelerate the process of fire fighting specialization. While further standardizing the construction of municipal forest fire brigades, we should actively create conditions, speed up the regularization of semi-professional forest fire brigades at township level, and strive to improve the fighting ability of village-level voluntary fire brigades. Strengthen the training of forest fire fighting safety knowledge and fire fighting skills of fire fighting teams at all levels, and strive to build a fast and efficient emergency fighting defense line.

(5) Make preparations for the "comprehensive management project construction of key forest fire danger areas", continue to do a good job in the construction of municipal biological fire prevention forest belts, and complete this year's project construction tasks with good quality and quantity.
