The Law on the Protection of Veterans will come into effect in 20021+1year1month. It is a law that connects the military and the land, the active servicemen and the retired servicemen, and undertakes many functions, such as safeguarding the rights and interests of the retired servicemen, promoting the work development of the retired servicemen, and escorting the country and army building. In order to develop the work of retired soldiers, the joint efforts of the military and the land will be an important working measure and method, and it is also the most solid foundation. The Law on the Protection of Retired Military Personnel mainly focuses on the basic system and principles of the work of retired military personnel, stipulates the responsibilities of the competent departments of the work of retired military personnel, and regulates the systems of handover and reception, education and training, resettlement of retired military personnel, employment and entrepreneurship, service guarantee, pension and preferential treatment, commendation and reward, management and supervision, etc. It can be said that the security law covers all aspects of the work of retired soldiers and sets up a rule of law sky for everyone.

This law was jointly submitted by the State Council and the Central Military Commission and passed by the National People's Congress. The importance of safeguard law can be seen from the specification. Moreover, the Law on the Protection of Retired Military Personnel stipulates that the competent departments of retired military personnel and their staff should consciously accept social supervision when performing their duties. At the same time, increase the legal responsibility of retired soldiers for dereliction of duty. With the establishment of the Veterans Affairs Department after the military reform, many systems and measures have been introduced to benefit veterans. The Law on the Protection of Veterans clearly stipulates that it is the common responsibility of the whole society to respect and care for veterans. The state cares for and gives preferential treatment to retired military personnel, strengthens the construction of the security system for retired military personnel, and ensures that retired military personnel enjoy corresponding rights and interests according to law.

This law stipulates that the political and living conditions of retired military personnel are linked to their contributions during their active service. At the same time, it is stipulated that the state should establish a special preferential treatment mechanism for retired soldiers who participated in the war. In view of the concerns of retired military personnel, the law stipulates that the state should properly resettle retired military officers by means of retirement, job transfer, monthly retirement allowance and demobilization. For retired noncommissioned officers, the state adopts the methods of receiving monthly retirement pension, self-employment, job arrangement and retirement support to properly resettle them. Demobilized conscripts are properly placed by the state through independent employment, job arrangement and support. At the same time, the law also stipulates that organs, mass organizations and institutions that accept the placement of demobilized officers, non-commissioned officers and conscripts shall provide staffing support in accordance with relevant state regulations.

The Law on the Protection of Retired Military Personnel stipulates that in terms of education and training, employment and entrepreneurship, institutions of higher learning can recruit retired military personnel through separate plans and separate enrollment according to the overall arrangement of the state. At the same time, it is stipulated that veterans who set up small and micro enterprises can apply for business guarantee loans in accordance with relevant state regulations and enjoy preferential financing policies such as loan discount. In addition, the law also provides for pensions and preferential treatment, praise and encouragement, and service management. For example, it is clear that ex-servicemen can participate in social insurance such as pension, medical care, work injury, unemployment and maternity according to law and enjoy corresponding treatment.
