1. Persons registered in other districts who live in self-purchased houses, rented houses, within units or in the homes of relatives and friends, please take the initiative to Apply for floating population residence registration. Please declare and register at the police station where you live immediately after arriving in our district.

2. If the owner of a rented house has not registered with the public security organ, please immediately go to the police station where the house is located to complete the relevant procedures. When declaring the property registration, the lessor must truthfully declare the lessee’s place of origin, recent residence history, physical condition, proposed occupation and other detailed information.

3. The floating population should bring their ID card and the lease contract or the employer’s certificate, and the rental owner or agent should bring their ID card and real estate certificate to the police station where the house is located to declare. In order to reduce the risk of cross-infection, applicants can scan the following QR code on the Shandong Public Security Residence Registration Platform to register and then declare. Those who do not have a smartphone or are unable to declare on their own can make an appointment in real time by calling the police station where they live.

4. The employer has the main responsibility for floating population management. Please contact the local police station with your unit’s employment roster, register on the Shandong Public Security Residence Registration Platform and then declare.

5. Actively cooperate with management. From the date of the announcement, the public security organs will carry out special operations to clean up and rectify the floating population and rental housing. Migrant population, rental landlords, housing agencies, employment units, property management companies, etc. have the responsibility to proactively declare. If it is discovered that the floating population, especially those from areas with severe epidemics, have failed to declare and register, and if landlords, housing agencies, property companies, and employment units fail to report, conceal, or omit reporting, the general public can report it as soon as possible. Once verified, severe penalties will be imposed in accordance with the "Interim Measures for the Service Management of Migrant Population in Shandong Province" and the "Regulations on the Public Security Management of Rental Housing" of the Ministry of Public Security.
