Article 1 In order to standardize the administration of outdoor advertisements in this Municipality, rationally utilize outdoor advertising resources, purify the city appearance and environment, and serve economic and social development, these Measures are formulated in accordance with the Advertising Law of People's Republic of China (PRC), the Regulations on the Administration of City Appearance and Environmental Sanitation, and the Regulations on the Administration of Wuhan Appearance and Environmental Sanitation. Article 2 These Measures shall apply to the setting of outdoor advertisements and related management activities within the administrative area of this Municipality.

The term "outdoor advertising" as mentioned in these Measures refers to the facilities that directly or indirectly introduce goods, services or public welfare content by using buildings (including structures, the same below), urban roads, highways, vehicles and other facilities and outdoor carriers such as vehicles and lifting equipment. Third city management department in charge of outdoor advertising management within the administrative area of this Municipality. The urban management departments of all districts, Wuhan East Lake New Technology Development Zone, Wuhan Economic and Technological Development Zone and Wuhan East Lake Eco-tourism Scenic Area Management Committee shall be responsible for the management of outdoor advertisements within their respective administrative (management) areas in accordance with the provisions of these Measures.

The market supervision and management department is responsible for the supervision and management of outdoor advertising content to ensure that the content is true, healthy and legal.

Transportation, public security, water affairs, gardening and forestry, natural resources and planning, urban and rural construction, emergency management, finance, state-owned assets and other relevant departments shall, according to their respective responsibilities, do a good job in outdoor advertising management.

Outdoor advertising industry associations shall formulate industry norms and standards, strengthen industry self-discipline, and cooperate with urban management departments and other relevant departments to do a good job in outdoor advertising management. Fourth outdoor advertising should follow the principles of unified planning, rational layout, safety norms, civilization and beauty, energy saving and environmental protection. Article 5 It is forbidden to set up outdoor advertisements in the following carriers and areas:

(1) Electric power, communication and postal facilities;

(2) Bridges, roofs of buildings (including podium buildings), pillars of arcades, guardrails (seats) and fences;

(three) in the road green space and park green space;

(four) in the construction control zone of schools, state organs, scenic spots and cultural relics protection units;

(five) in non-commercial buildings and excellent historical buildings;

(six) the space between adjacent buildings along the street;

(seven) within the scope of lake waters, lake green belts and mountain protection;

(eight) other areas prohibited by laws, regulations and the provisions of the Municipal People's government. Article 6 Outdoor advertising is prohibited under any of the following circumstances:

(1) Crossing urban roads and highways;

(two) the use of traffic safety facilities, traffic signs;

(three) affect the use of municipal public facilities, traffic safety facilities, traffic signs, fire control facilities and fire safety signs;

(4) affecting the use of flood control facilities within the scope of land used for flood control facilities such as dikes;

(five) involving the change of architectural style, structure and facade color;

(6) Obstructing production or people's life;

(seven) damage the appearance of the city;

(eight) other circumstances prohibited by laws and regulations. Seventh strictly control the use of municipal public facilities to set up outdoor advertising.

Posted outdoor advertisements shall not be set up within the Fourth Ring Road (excluding the airport expressway) and within the control range of the Fourth Ring Road building.

In addition to holding major city-wide events, with the approval, the lampposts can be used to set up signboards around the event site and some road sections for publicity, and outdoor advertisements are not allowed in the lampposts. Article 8 The urban management department of the city shall, jointly with natural resources and planning, public security traffic control, transportation, water affairs, market supervision and management and other relevant departments, prepare the guidelines for setting outdoor advertisements in this city, and determine the spatial layout, classified control areas and technical specifications for setting outdoor advertisements in this city. Ninth detailed planning of outdoor advertising by the local district urban management department in accordance with the city's outdoor advertising guidelines to organize the preparation, after the approval of the municipal urban management department, the preparation unit announced the implementation. In the detailed planning of outdoor advertising, a reasonable number of public outdoor advertising special settings should be arranged. Tenth city and district urban management departments shall solicit the opinions of relevant departments, industries and the public when organizing the preparation of outdoor advertising guidelines and detailed planning.

Outdoor advertising guidelines and detailed planning of outdoor advertising settings shall not be changed without authorization; If it is really necessary to change, it shall be handled according to the preparation procedure. Eleventh outdoor advertising in the administrative area of this Municipality shall conform to the guidelines and detailed planning of outdoor advertising in this Municipality. Twelfth the use of fixed carriers to set up outdoor advertisements shall be subject to the examination and approval of the administrative examination and approval department of the district where it is located; The use of vehicles and other mobile carriers to set up outdoor advertisements shall be examined and approved by the administrative examination and approval department where the ownership unit is located.

The establishment of outdoor advertising needs to perform other examination and approval procedures such as road-related construction activities permit, which shall be handled in accordance with the provisions of relevant laws and regulations.

The examination and approval administrative department shall publish the examination and approval results on the portal website on the day of examination and approval, and inform the district urban management department.
