First, optimize nucleic acid testing and inspection measures. Passengers traveling across regions via road, waterway passenger transport, buses, and taxis will no longer be subject to nucleic acid test negative certificates and health codes, and landing inspections will be canceled in conjunction with the local joint prevention and control mechanism.

The second is to ensure orderly transportation services. Implement the requirement that "non-high-risk areas must not restrict the movement of people, and must not suspend work, production, or business", and passenger services in non-high-risk areas must not be suspended or restricted at will. Under the leadership of the local joint prevention and control mechanism, emergency travel services in high-risk areas will be ensured.

The third is to ensure smooth transportation and logistics. Cooperate with relevant departments to implement the "removal" of epidemic prevention checkpoints on roads, waterways, and ship locks, and do not restrict the passage of vehicles and ships at will. Highway service areas, ports and terminals, railway stations, aviation airports and postal express distribution centers shall not be closed without authorization on the grounds of epidemic prevention and control. It is strictly prohibited to block or close expressways, ordinary roads, and waterway ship locks without authorization.

The fourth is to strengthen the protection of employees. Carefully organize front-line transportation and logistics practitioners to be included in the "white list" management, and supervise personal protection, vaccination and health monitoring. Antigen testing can be carried out according to the needs of epidemic prevention work. Employees in high-risk positions will undergo nucleic acid testing in accordance with relevant regulations, and other personnel are willing to undergo all tests.

The fifth is to maintain normal production and working order. All relevant units must work with relevant departments to supervise and guide management units such as key passenger and freight hub stations, trunk highways, trunk waterways, navigation buildings, highway service areas, and port enterprises and transportation enterprises to optimize and improve emergency plans for employees infected with the new coronavirus. Strengthen personnel management and improve response and disposal measures to ensure stable work and continuous services.
