Measures of Guangxi Zhuang Autonomous Region on Implementing the Law of People's Republic of China (PRC) on National Common Language and Characters

Article 1 These Measures are formulated for the implementation of the Law of People's Republic of China (PRC) Municipality on the Common Language and Characters, in combination with the actual situation of the autonomous region. Article 2 The national spoken and written language refers to Putonghua and standardized Chinese characters stipulated by the state. The use of the national common language should abide by the norms and standards promulgated by the state. The use of spoken and written languages of ethnic minorities shall be implemented in accordance with the provisions of relevant laws and regulations. Article 3 People's governments at all levels shall strengthen their leadership over the work of national common language and writing, take measures to popularize Putonghua and standardized Chinese characters, and provide necessary conditions for the normal development of the work of national common language and writing within their respective administrative areas. Article 4 The administrative departments of languages and characters of the people's governments at or above the county level shall be responsible for guiding, managing and supervising the work of national common languages and characters within their respective administrative areas. Article 5 The administrative department of press and publication shall manage and supervise the use of Chinese characters in publications. The administrative department of radio and television shall manage and supervise the characters used in radio and television. The administrative department for industry and commerce shall manage and supervise the use of words such as enterprise names, commodity names and advertisements.

Personnel, civil affairs, construction, transportation and other administrative departments and industry departments shall, within the scope of their respective functions and duties, manage and supervise the use of Chinese characters in their own systems and industries. Article 6 Mandarin and standardized Chinese characters are the official languages of state organs.

State functionaries may, when performing official duties, use local minority languages or dialects at the same time as necessary. Seventh education administrative departments should standardize Chinese characters into the education and teaching work of schools and other educational institutions, and conduct supervision and evaluation.

Schools and other educational institutions should use Putonghua and standardized Chinese characters as the basic teaching languages.

Zhuang bilingual experimental school or experimental class should use the national common language and Zhuang language for education and teaching.

Mandarin and standardized Chinese characters should be used in teaching Chinese as a foreign language. Article 8 The broadcasting, hosting and interview of radio stations and television stations shall use Putonghua as the basic language. Ninth public service industry to standardize Chinese characters as the basic service words. Practitioners in the public service industry advocate the use of Putonghua in service activities. Article 10 The level of Putonghua of the following persons shall meet the following grade standards:

(a) civil servants are above Grade A, and civil servants working in township organs can be Grade B. ..

(2) Radio stations, TV announcers and program hosts at the autonomous region level are Grade A; The city radio and television announcers and program hosts with districts are above the first or second level; Radio and television announcers and program hosts at the county level are above grade two.

(3) The actors in film and television dramas are above Grade I and Grade B. ..

(4) Teachers are above Grade II B, among which teachers engaged in teaching Chinese and teaching Chinese as a foreign language shall not be lower than Grade II A, and teachers in township schools outside the resident of the people's government at the county level may be above Grade III A, among which teachers engaged in teaching Chinese shall not be lower than Grade II B. ..

(5) Students in ordinary institutions of higher learning and secondary vocational schools are above Grade 3 A, among which the majors of Chinese language and literature, teachers' colleges and other majors closely related to oral expression shall not be lower than Grade 2 B. ..

(six) the public service industry announcer, commentator, tour guide, telephone operator and other specific post personnel for more than two.

If the Putonghua level of the personnel listed in the preceding paragraph does not reach the standard specified in the preceding paragraph, the personnel administrative department, the administrative department of radio and television, the administrative department of culture, the administrative department of education and the competent department of public service industry shall conduct training according to the situation.

In-service civil servants born before1October 1956+ 1 and in-service teachers born before1October 1954+ 1 Eleventh the following personnel meet the provisions of the tenth grade standard, with the corresponding Putonghua level certificate:

(2) Radio and television announcers, program hosts, film and television drama actors;

Thirteenth the following situations should use standardized Chinese characters:

(a) official documents, official seals, certificates, business cards, electronic screens, nameplates, signs, signs, slogans (signs), notices and other words;

(2) Chinese characters used in newspapers, periodicals, books, electronic publications, audio-visual products and other publications;

(3) Words used in advertisements and trademarks;

(4) Non-handwritten house numbers and signs;

(five) information processing, information technology products and web pages registered in the autonomous region;

(6) text used for film and television screens and stage subtitles;

(seven) the words used in the packaging and instructions of the goods sold in China;

(8) Certificates, awards, trophies, medals, licenses, statements, labels, bills and tickets;

(9) Blackboards, test papers and teaching blackboards;

(ten) medical records, prescriptions and medical reports written in Chinese characters;

(eleven) the words used in various meetings, exhibitions, celebrations and other activities;

(twelve) other circumstances in which standardized Chinese characters should be used.
