Article 1 In order to strengthen the management of pig slaughtering, prevent the spread of pig epidemic disease and the loss of taxes and fees, safeguard people's health and safeguard the legitimate rights and interests of consumers and producers and operators, these measures are formulated in accordance with the Food Sanitation Law of People's Republic of China (PRC), the Regulations of the State Council on Animal Epidemic Prevention, the Notice on Relevant Issues Concerning the Management of Animal Slaughtering and the relevant provisions, and combined with the actual situation of this Municipality. Second units and individuals engaged in pig slaughtering, processing and business within the scope of this Municipality shall abide by these measures. Third pig slaughter must be "fixed-point slaughter, centralized quarantine, unified tax payment, decentralized management", and it is forbidden to slaughter at fixed points and sell meat products without quarantine inspection in the market. Article 4 The layout and quantity of pig slaughterhouses (points) shall be reasonably set according to the actual production and sales situation, in accordance with the principles of "facilitating circulation, promoting production, facilitating purchase and sale, facilitating management and quarantine" and the conditions stipulated in these Measures. Fifth designated slaughterhouses (points) must meet the following conditions:

(a) more than 200 meters away from residential areas, kindergartens, hospitals, public places and livestock farms, and more than 500 meters away from drinking water sources;

(2) production equipment, building facilities, tools, water sources, etc. Conforming to the hygiene standards and the relevant provisions of the Regulations on Animal Epidemic Prevention;

(3) Having pig slaughter rooms, slaughter houses, isolation houses for sick pigs and facilities for harmless treatment and sewage treatment of dead pigs, and the technological process and sanitation and disinfection system meet the requirements of health and epidemic prevention;

(4) Having personnel familiar with slaughterhouse management and specially trained butchers. Sixth of the existing slaughterhouses (points) to carry out a comprehensive rectification, and resolutely ban unlicensed slaughter, indiscriminate slaughter and other illegal acts. In order to avoid the repeated construction of slaughterhouses, priority should be given to the original meat processing plants and food stations. Article 7 When a designated slaughterhouse (point) is established, the urban area shall apply to the Municipal Finance and Trade Office, and the Municipal Finance and Trade Office shall, jointly with the planning, industry and commerce, public security, commerce, diversified economy, environmental protection, health, taxation and other departments, successively receive the veterinary hygiene license, food hygiene license, enterprise legal person license or business license and tax registration. Eighth designated slaughterhouses (points) must establish and improve the system of pig slaughtering and processing, quarantine inspection, regular disinfection, storage and storage, and financial, statistical and health reports. Article 9 For pigs slaughtered at entry points, the veterinary health and quarantine officer shall strictly carry out pre-slaughter quarantine and post-slaughter inspection in accordance with the regulations, affix the veterinary "inspection" seal on the carcasses that pass the inspection, and issue the "Quarantine (Inspection) Certificate for Livestock and Poultry Products"; The unqualified goods must be ordered to be treated harmlessly, and the handling expenses shall be borne by the owner.

It is strictly prohibited to slaughter undocumented, dead, poisoned or unknown pigs, to purchase pigs in epidemic areas, and to process water-injected pork. Tenth designated slaughterhouses (points) slaughter pigs quarantine and inspection, by the municipal animal epidemic prevention agency or its entrusted units responsible for.

Wuxi Meat Joint Factory is responsible for the pre-slaughter quarantine and post-slaughter inspection of pigs to be slaughtered in this factory. The factory will issue a quarantine inspection certificate, and the qualified pork carcasses will be stamped with the seal of "Inspection". Eleventh designated slaughterhouses (points) should be open to the public and carry out slaughtering business. Pig slaughter, according to the consumption of water, electricity, coal, gas, labor and facilities, charge a reasonable processing fee, and the charging standard is reported to the municipal price department for approval. Twelfth pig slaughtering, processing and management personnel should strengthen personal hygiene and labor protection, conduct a health examination every year, and obtain a health certificate before taking up their posts, and check at any time when necessary. Personnel who hinder food hygiene should be removed in time. Thirteenth designated slaughterhouses (points) industry management by the competent department of commerce, and accept the supervision and inspection of industry and commerce, prices, agriculture and animal husbandry, health, taxation, environmental protection and other departments according to law. Fourteenth in violation of the provisions of article third of these measures, in the designated slaughterhouse (point) without permission to slaughter pigs, a fine of 1-5 times. Fifteenth in violation of the provisions of article third of these measures, set up slaughterhouses (points) to slaughter pigs without authorization, confiscate the slaughtering tools and illegal income, ban private farms (points), and impose a fine of 5,000 yuan from 500 yuan. Article 16 Anyone who violates the provisions of Article 8 and Article 9 of these Measures shall be given a warning and rectified within a time limit. Those who fail to rectify within the time limit shall be ordered to suspend business for rectification until the relevant licenses are revoked. Seventeenth in violation of the relevant laws, regulations and rules of industry and commerce, taxation, environmental protection, agriculture and animal husbandry, health and epidemic prevention departments, by the above departments in accordance with the provisions. Eighteenth hinder law enforcement officers to perform official duties in accordance with these measures, shall be punished in accordance with relevant laws, regulations and rules; If the case constitutes a crime, legal responsibility shall be investigated according to law. Article 19 The relevant administrative organs and law enforcement personnel shall administer according to law and enforce the law impartially, give corresponding administrative sanctions to those responsible for dereliction of duty, fines or arbitrary charges, and hold the responsible persons accountable; If the case constitutes a crime, legal responsibility shall be investigated according to law.
