XXXX was my first year as secretary of Xinqian Village. Over the past year, under the correct leadership of the Municipal Party Committee, the Gupei Town Party Committee and the Municipal Election and Delegation Office, we have adhered to the guidance of Deng Xiaoping Theory, conscientiously implemented the spirit of the 16th National Congress of the Party, actively practiced the important thought of "Three Represents", and played the leading role. Role, unite and lead a group of people, be honest, diligent in serving the people, forge ahead, and work hard to better complete the tasks and goals set by the town party committee and government at the beginning of the year, and make contributions to the economic development, social stability, and harmony of Xinqian Village due effort. Now I will report on my study, thought, politics, work and other aspects during the year as follows:

1. Raise awareness, clarify tasks, conduct in-depth investigation and research, and formulate work plans.

The tasks of the selection work are mainly carried out around the goals and requirements of the "Six Sentences". The "Six Sentences" are: strengthening the organization, developing the economy, enriching farmers, maintaining stability, training cadres, and promoting rural development. Progress across the board.

To this end, after arriving in the village, we conducted in-depth investigation and research into the village group.

First, go to the homes of members of the two village committees, party members, and cadres to conduct in-depth investigations on their production, life, village organization construction and other related issues, and solicit their opinions and suggestions on the future work of the two committees.

The second is to go to the homes of large agricultural industry structural adjustment households and farmers to conduct in-depth investigations and studies on the problems that need to be solved in their agricultural industry and structural adjustment, and listen to their voices and needs.

The third is to conduct surveys at the homes of poor households to learn more about the reasons for their poverty, help them figure out development ideas, and encourage them to get rich.

The fourth is to go to the homes of isolated households to talk with them, understand the reasons, ask for opinions and suggestions on village-level work, understand and carefully remember the problems they have reported, and do their ideological work in a timely manner .

Through visits and investigations, I learned about the basic situation and existing problems of Xinqian Village. I convened a working meeting of the two committees in a timely manner, conducted careful research and analysis, and put forward "strengthening organizational construction, "Change ideological concepts, adjust the pace of industry, spread science and technology, make market orders, and help farmers earn money" work ideas and develop the village collective economy to help farmers increase production and income.

2. Strengthen learning and strive to improve internal quality.

Over the past year, we have insisted on putting study first, conscientiously studying Deng Xiaoping Theory and the spirit of the 16th National Congress of the Communist Party of China, focusing on the important thinking of the "Three Represents" and General Secretary Hu Jintao's "July 1" speech , as well as the spirit of Comrade Hu Jintao’s important speeches on establishing and implementing the Scientific Outlook on Development, vigorously promoting the spirit of seeking truth and being pragmatic, and promoting the trend of truth-seeking and pragmatism.

At the same time, based on the needs of rural work in the new era, we also persisted in studying the party's various principles, policies and legal knowledge, economic knowledge, grassroots party building, rural work guidance, selection and dispatching knowledge points, and various knowledge points in rural areas based on the needs of rural work in the new era. Party committees at all levels have continuously enriched their knowledge structure on the requirements for selection work, new rural construction and administrative management. During the study process, I took more than 30,000 words of reading notes and wrote 5 articles on my experiences.

Through strengthening learning, new improvements and understandings have been achieved in the following aspects:

First, the level of political theory has been improved. Be able to correctly grasp the spiritual essence and rich connotation of the "Three Represents" and have a relatively systematic grasp of various theories such as economics and administrative management.

The second is to improve political discernment and political acumen, and the ability to implement policies has been further improved. Maintain a high degree of consistency with the higher-level party committee in politics, ideology and actions, and have a firm stance, clear views and resolute attitude on issues related to direction and principle.

Third, the ability to oversee the overall situation and coordinate all parties has been improved. Through study, I have mastered certain working methods and am able to control rural work at work. I can grasp the direction, key points, and main contradictions from a rural perspective, and drive the two village committees to carry out comprehensive work. It can twist the two village cadres, party members and the masses into one rope and fully mobilize their enthusiasm and initiative.

3. Strengthen organizational construction and improve branch combat capabilities

(1) In terms of team building of the two village committees. The following main points have been achieved:

First, promote unity. I attach great importance to unity with team members. I communicate and negotiate with everyone more when problems arise. I hold joint meetings of branch committees, village committees, and party members meetings, and make decisions only after research and discussion. Now, the two committees of the village are a united team, a positive, truth-seeking and pragmatic team, and a team with cohesion and combat effectiveness.

The second is to focus on learning and teaching. Make full use of the party's "three meetings and one lesson", spring training, audio-visual education and other methods to work hard to improve the theoretical level of the cadres of the two village committees, work hard to enhance the work ability of the cadres of the two village committees, and transform the work style of the cadres of the two village committees. (2) In terms of party building work

Party building work is the main task of selecting and dispatching secretaries, and it is also a regular task. At the beginning of the year, the first was to preside over the convening of the two village committees to formulate the work plan of the party branch in XX and the implementation plan for the creation of the "Five Good Branches", and follow the work plan to focus on the specifics and implementation. The second is to further establish and improve the rules and regulations of the two village committees and strictly follow the regulations. (3) In terms of building the team of party members and cadres

First, focus on optimizing the party member structure and focus on the development of party members. In accordance with the requirements of the "Double Training and Double Belt" pioneer project of the superiors, the village party branch formulated the "Double Training and Double Belt" plan and annual plan to strengthen the education and guidance of capable people in rural areas and attract the outstanding elements among them to the party organization. In the past, in actual operations, we have adhered to high standards, strict requirements, abided by the Party Constitution and procedures, and actively and prudently done a good job in developing party members. This year, the village party branch has trained 4 party activists and 6 advanced elements.

The second is to focus on establishing the image of party members and focus on setting examples. In XX, we increased the study and education of party members, strengthened the management of outbound party members, and formulated the "eight one" management measures for mobile party members. The certification rate was 100%, and network management of mobile party members can also be achieved. By carrying out activities such as setting posts and responsibilities for unemployed party members, "star rating and listing" and democratic evaluation of party members; in the past year, 5 party members were rated as advanced individuals, 2 were commended by the town party committee; 4 were rated as double-star households; the village Director Wang Yutao took the lead in responding to the call of the village party branch and proactively requested the construction of a biogas digester, playing an exemplary role. Ten party members including Wang Yutao, Yan Chaoxiang, and You Hexiang took the lead in participating in the industrial structure adjustment pilot. Fourth, vigorously develop the village-level economy and actively guide farmers to get rid of poverty and become rich

First, based on village conditions, the industrial structure has been adjusted, and the rural economy has developed rapidly. Actively promote the adjustment of agricultural and rural economic structure, promote improved seeds and methods, and vigorously develop the cultivation of stevia, improved rice and seedless watermelon on this basis. This year, the planting of improved varieties will exceed 80 acres and 100 acres respectively; the stevia yield per mu will be between 2000 and 2000. Between 2,500 yuan; farmers have hope and cadres have energy. In November, the two village committees took advantage of the good opportunity of an American company to build a stevia processing plant in Mingguang, carried out extensive publicity, and actively signed purchase and sales contracts with farmers, so that The villagers' income is absolutely guaranteed. The industrial structure has been adjusted, the multiple cropping index has been improved, the grain-to-economic ratio has been increased, and farmers' income has been effectively increased, allowing farmers to taste the benefits. A stevia cooperative organization will be established in Xinqian Village, and the future development prospects will be broader.

The second is to guide villagers to go out to work. So far, our village has more than 150 migrant workers in Jiangsu, Zhejiang, Shanghai, Guangdong and other places. Every year during the peak period of travel, the two village committees carry out "Sunshine Project" publicity and training to enhance the skills of migrant workers. According to estimates, each person earns 5,000 yuan per year, and migrant workers bring back nearly 800,000 yuan to Xinqian Village every year.

The third is to effectively increase collective income, strengthen collective income, use 40,000 yuan of special funds to develop the collective economy and 60,000 yuan of village self-raised funds to build the village two committee activity rooms. After completion, the upper part will be office space, and the lower part will be Rent it as a facade house, charge a certain amount of rent, and increase the collective income of the village. Over the past year, through convening meetings such as village committees, party members' conferences, and one-on-one discussions, we have successively changed the contracting, transfer, auction, and sale of barren land, water surfaces, woodlands, and real estate owned by the village collective, and made adjustments to obtain benefits every year. With a share of about 5,000 yuan, the village-level collective economy will be strengthened.

As the state implements "one exemption and three subsidies" for farmers to "give more and take less, let go", the benefits of industrial structural adjustment have increased steadily, the export of labor services has significantly stimulated the economy, and the per capita net income of farmers has grown rapidly. , the per capita income increased by 190 yuan on the basis of last year’s 2,710 yuan, an increase of 7%.

5. Maintain rural stability and build a harmonious society

First, promote the construction of spiritual civilization, educate farmers through various forms, enrich farmers' lives, and vigorously carry out science and technology household activities. At present, more than 30 people have been trained in the "Sunshine Project", and more than 200 copies of various agricultural science and technology materials have been downloaded from the Internet and cooperated with the town's agricultural technology station. The villagers have been promoted and educated through broadcasting, distributing materials, and posting slogans.

The second is to promote the construction of democratic politics in Xinqian Village and vigorously carry out "four democracies and two openness" in Xinqian Village in accordance with the requirements of developing socialist democratic politics, that is, to deepen and standardize democratic elections, democratic management, democratic Decision-making and democratic supervision; insist on improving the transparency of village affairs and party affairs. In the first half of the year, the election of deputies to the people's congresses at the municipal and town levels was completed.

The third is to persist in family planning and improve the overall level of family planning work. Since the beginning of this year, I and the two village committees have attached great importance to family planning work, implemented a fragmented responsibility system, held a meeting every month for research, carried out an activity every quarter, and carried out rewards and punishments every year; among unemployed party members, family planning was set up Propaganda post, actively publicize the party's family planning policy, cooperate with the two village committees and family planning officers, implement various family planning systems, ensure 100% implementation of the four surgeries, the pregnancy test rate reaches more than 90%, and the birth rate meets the requirements of superiors. The fourth is to promote the standardization of village-level work. Conscientiously implement the "Anhui Province "Two Committees" Working Rules (Trial)" to fully implement various systems, straighten out the relationship between the two committees, form a villagers' self-governance mechanism under the leadership of the village party organization, and ensure the orderly operation of village-level work. It has successively formulated various systems such as the work system of the party branch, the work specifications of the two village committees, the rules of procedure of the two village committees, the village's "one matter, one discussion" system, the villager meeting system, the management of the use of village committee seals, and village financial management.

Over the past year, we have carefully investigated and resolved conflicts among the people, carried out ideological and political work in depth and meticulously, nipped conflicts in their bud, and ensured the stability of our village. Safeguard the people's most concerned and direct interests, pay attention to solving the difficulties and problems faced by the people in their lives, and achieve effective results in my people's work.

6. Work hard and do good things for the people and do practical things

Since taking office, we have insisted on continuously strengthening learning and firmly establishing a scientific outlook on development, outlook on life, values, status, and The concept of power and interests, strengthening the awareness of governing for the people, and promoting the spirit of hard work and pioneering dedication. Adhere to the management of food and accommodation in the village, strictly implement various rules and regulations, and actively serve the village.

The village activity room house was dilapidated and leaking badly. I personally used 40,000 yuan of special funds and assistance funds from the selected units to rebuild it, which greatly improved the village. I also obtained 2,800 yuan of funds from the Environmental Protection Bureau, transportation The bureau strived for 9 sections of culverts to build a small bridge in Qianzhuang, and built a production road with 3 sections of culverts in Xinzhuang; it secured an investment of nearly 80,000 yuan from the Luzui Power Station to reinforce and dredge the village's secondary station and more than 1,100 meters of water canals, and built the Laozhuang Dangjia Bridge. On the eve of the Spring Festival and National Day in XX, I personally took out 300 yuan from my salary to obtain consolation money of about 2,000 yuan from the assistance unit for 10 poor households. We visited extremely poor households and households with party members in need. In July, we organized a group of people from the two village committees to visit and express condolences to the Environmental Protection Bureau, and formed a "gang-one" pairing with the Environmental Protection Bureau, which can be used in future work. This year, some villagers were affected by disasters and their houses collapsed. In my eyes and anxious in my heart, on the one hand, I supported the masses, and on the other hand, I actively reported it to the higher-level party committee and the civil affairs department. With the policy permission, and with the strong assistance of the civil affairs department, I finally obtained the rights for the two households who had flipped their houses. The construction fund was more than 10,000 yuan, and the dilapidated house renovation fund was obtained for a disabled family: more than 5,000 yuan, which solved their urgent need.

In the past year, we have also obtained some financial help for two students who were admitted to college; we have helped people apply for more than 20 family planning certificates, household registrations, household registration changes, ID cards, and new five guarantees. /Second-rate. The achievements cannot be achieved without the strong support of the members of the two village committees and all party members.
