Chapter I General Provisions Article 1 In order to cultivate and practice socialist core values, inherit and carry forward Chinese traditional virtues, guide and carry forward civilized behavior, and improve the civilized quality and social civilization of citizens, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality.

The term "civilized behavior" as mentioned in these Regulations refers to the behavior that abides by the provisions of the Constitution, laws and regulations, meets the requirements of socialist morality, embodies socialist core values, maintains public order and good customs, promotes new and healthy fashions, and promotes the progress of social civilization. Article 3 Activities to promote civilized behavior shall follow the principles of Party committee leadership, government implementation, social construction, participation of the whole people, and the combination of rule of virtue and rule of law. Fourth city and county (city, district) spiritual civilization construction steering committee is responsible for the overall promotion of civilized behavior within their respective administrative areas.

City, county (city, district) spiritual civilization construction steering committee office is responsible for the planning, coordination, guidance, supervision and inspection of the promotion of civilized behavior within their respective administrative areas. Article 5 The people's governments of cities and counties (cities, districts) shall incorporate the promotion of civilized behavior into the national economic and social development plan, and include the funds for the promotion of civilized behavior into the fiscal budget.

The relevant functional departments of the people's governments of cities and counties (cities, districts), the people's governments of townships and sub-district offices shall do a good job in promoting civilized behavior in accordance with their respective duties. Sixth civilized behavior propaganda is the common responsibility of the whole society, units and individuals should participate in civilized behavior propaganda activities in combination with the actual situation.

Public officials, educators, advanced model figures and public figures should play an exemplary role in advocating civilized behavior.

Encourage units and individuals to persuade uncivilized behavior. Units and individuals have the right to put forward opinions and suggestions on civilized behavior propaganda, and report and complain to urban management, public security, health, ecological environment and other departments on uncivilized behavior. Chapter II Basic Norms Article 7 Citizens should practice social morality, professional ethics, family virtues and personal morality, carry forward the Jinggangshan spirit that spans time and space, and inherit and develop Luling culture. Article 8 To maintain order in public places, the following provisions shall be observed:

(1) Abide by public etiquette, dress appropriately, behave in a civilized manner, be courteous to each other and pass in an orderly manner;

(2) When watching cultural performances and sports competitions, respect the cast members and contestants, observe the order of venues and obey the on-site management;

(3) When taking the closed elevator or public transport, control the volume of speech and mobile phone;

(four) in the event of an emergency, obey the command and cooperate with the emergency response;

(5) Smoking is prohibited in places where smoking is prohibited;

(6) Do not pull wires to charge electric vehicles in violation of regulations. Article 9 In order to maintain public health, the following provisions shall be observed:

1. No spitting in public places; Cover your nose and mouth when coughing or sneezing; Wear a mask when suffering from respiratory infectious diseases such as influenza.

2, suffering from infectious diseases, should cooperate with the implementation of relevant inspection, centralized medical observation, epidemiological investigation, isolation treatment and other measures, truthfully provide or report relevant information.

(seven) not throwing objects at high altitude, not hanging or stacking objects that endanger the safety of others outside the balcony, window, roof, platform and other spaces of buildings. Eleventh civilized travel, abide by the following provisions:

(a) driving a motor vehicle should take the initiative to avoid pedestrians and vehicles with priority such as police cars, ambulances, fire engines and engineering rescue vehicles that perform emergency tasks, and shall not honk their horns or use high beams in violation of regulations;

(5) Get on and off public transport in an orderly manner, and shall not interfere with drivers' safe driving, seize seats, and voluntarily give seats to passengers in need, such as the elderly, the sick, the disabled and the pregnant;

(six) driving and riding a motor vehicle, not to throw things outside the car;

(seven) take good care of public bicycles and public electric bicycles, and shall not be discarded or intentionally damaged;

(eight) pedestrians are not allowed to stop, stop, beg or engage in acts that hinder traffic safety, such as distributing advertisements and selling goods.
