Article 1: In order to develop bulk cement, save resources, and protect the environment, these regulations are formulated in accordance with the "Cleaner Production Promotion Law of the People's Republic of China" and relevant laws and regulations, and in combination with the actual conditions of this province. . Article 2 These regulations shall apply to cement production, operation, transportation, use, management and other related activities within the administrative region of this province. Article 3 People's governments at or above the county level shall regard the development of bulk cement as one of the important tasks of energy conservation and emission reduction, and formulate work measures to promote the development of bulk cement. Article 4 The provincial commercial administrative department is responsible for the supervision and management of bulk cement in the province.

The administrative departments responsible for bulk cement work determined by the people's governments of provincial municipalities and counties (cities) are responsible for the supervision and management of bulk cement within their respective administrative regions.

Bulk cement management agencies at all levels are specifically responsible for the management of bulk cement within their respective administrative areas, and accept the business guidance of the bulk cement management agencies at the next level.

The administrative departments of finance, construction, transportation, quality and technical supervision, and environmental protection of the people's governments at or above the county level shall be responsible for the work related to bulk cement within their respective administrative areas in accordance with their respective responsibilities. Article 5 Bulk cement management agencies at all levels shall perform the following duties:

(1) Organize and implement laws, regulations, rules and policies for the development of bulk cement;

(2) According to government work Target the preparation of local development plans and annual plans for bulk cement, and organize their implementation;

(3) Collect, manage, and use special funds for bulk cement in accordance with regulations;

(4) Responsible for bulk cement Work information exchange, publicity and education, professional training and the promotion and application of new technologies, new processes and new equipment;

(5) Work with relevant departments to promote the application of ready-mixed concrete and ready-mixed mortar;

(6) Coordinate and solve problems that arise in the development of bulk cement. Article 6: Units and individuals that have made outstanding achievements in the development of bulk cement shall be rewarded by the people's government at or above the county level or relevant departments. Article 7 Newly built, expanded and renovated cement production projects shall be designed and constructed in accordance with the requirements for bulk cement distribution capacity stipulated by the state.

Existing cement production enterprises (including cement grinding stations, the same below) must be equipped with bulk cement distribution facilities and equipment to improve bulk cement distribution capabilities and meet national energy conservation, emission reduction and environmental protection standards. Article 8: Ready-mixed concrete and ready-mixed mortar production enterprises must all use bulk cement. Cement product manufacturers (including new wall material manufacturers that use cement, the same below) use bulk cement, which must account for more than 70% of the cement usage.

New ready-mixed concrete and ready-mixed mortar production projects should comply with the bulk cement development plan and be reported to the local bulk cement management agency for filing. Article 9 Construction projects using more than 500 tons of cement must use bulk cement. Construction projects where special bulk cement vehicles cannot reach the construction site or where special cement is required can use bagged cement.

Encourage the use of bulk cement in construction projects with a cement consumption of less than 500 tons. Article 10: Encourage the use of ready-mixed concrete and ready-mixed mortar in construction projects.

Urban people's governments should specify the period for prohibiting on-site mixing of concrete and mortar in urban areas in accordance with national and provincial requirements. Article 11 Enterprises manufacturing bulk cement, ready-mixed concrete, ready-mixed mortar, and cement products shall establish and improve product quality control systems and implement national regulations on standardized management, measurement management, process control, and quality inspection to ensure product quality. Article 12 Units and individuals engaged in the production, operation, transportation and use of bulk cement, ready-mixed concrete, ready-mixed mortar and cement products shall take measures to ensure that the facilities and places for loading, unloading, transportation, storage and use comply with safety and environmental protection requirements to prevent dust pollution. Article 13 People's governments at all levels shall do a good job in promoting the application of rural bulk cement, increase investment, establish a rural bulk cement distribution and service management system, encourage the use of bulk cement, ready-mixed concrete and ready-mixed mortar, and increase the use of rural bulk cement. Rate.

Article 14 Units and individuals engaged in cement production, operation, transportation, use and other related activities shall submit statistical reports to the bulk cement management agency in accordance with the law. Article 15 The public security and traffic management departments shall provide convenient access for special vehicles transporting bulk cement, ready-mixed concrete, and ready-mixed mortar.

Special vehicles transporting bulk cement, ready-mixed concrete, and ready-mixed mortar should be registered with the local bulk cement management agency; if they need to enter urban areas where no driving or parking is allowed, the local bulk cement management agency will unify Go to the public security and traffic management departments to go through the pass procedures, and the relevant departments should handle them in a timely manner. Article 16 The railway transportation department and the provincial bulk cement management agency shall strengthen coordination and cooperation, do a good job in dispatching and managing bulk cement transportation vehicles, and ensure that cement production and marketing enterprises ship bulk cement. Article 17 Production enterprises that produce bagged cement and units that use bagged cement shall pay special funds for bulk cement in accordance with relevant national and provincial regulations.

The collection, use and management of special funds for bulk cement shall be implemented in accordance with national and provincial regulations.

Special funds for bulk cement are government funds, which are used exclusively for the development of bulk cement. The funds are earmarked and the balance is carried forward for continued use in the next year. Governments at all levels and relevant departments are not allowed to reduce, withhold, expropriate or misappropriate without authorization. The management funds of bulk cement management agencies shall be included in the fiscal budget of the same level.
