All provinces, autonomous regions, municipalities directly under the Central Government, the Development and Reform Commission and Price Bureau of Xinjiang Production and Construction Corps, China Petroleum and Natural Gas Group Corporation, China Petrochemical Group Corporation and China Offshore Oil Corporation:

According to the recent changes in oil prices in the international market, considering the current domestic and international economic situation and the supply and demand situation in the domestic refined oil market, and according to the current formation mechanism of refined oil prices, it is decided to reduce the refined oil prices. The relevant issues are hereby notified as follows:

1. The supply price of gasoline and diesel (standard products, the same below) for the army, Xinjiang Production and Construction Corps and the national reserve by refined oil production and operation enterprises is reduced by 330 yuan and 3 10 yuan respectively, and the adjusted supply price of gasoline and diesel is 8850 yuan and 8020 yuan respectively per ton. Other refined oil prices are adjusted accordingly. See attached table 1 for the adjusted standard price of refined oil. The price of non-standard products is determined by the refined oil production and operation enterprises in accordance with the quality ratio stipulated by the state.

Two, for transportation, civil aviation and other special users, the highest supply price of gasoline and diesel oil will be reduced by the same amount. The adjusted maximum supply price of gasoline and diesel standard products is 9250 yuan and 8420 yuan per ton respectively. The highest supply price of non-standard products is determined by the refined oil production and operation enterprises in accordance with the quality ratio stipulated by the state. Among them, the supply prices of railways, fisheries, forestry, agricultural reclamation gasoline and diesel oil are temporarily implemented according to the price of military oil.

The highest supply price of qualified private wholesale enterprises is determined by deducting 400 yuan from the highest retail price. When the market retail price decreases, the supply price of private wholesale enterprises should also be reduced accordingly, and the price difference should not be less than 400 yuan.

The specific supply price can be determined by the supplier and the buyer through consultation on the premise of not exceeding the maximum supply price.

Third, the highest retail prices of gasoline and diesel have been lowered by the same amount. See Table 2 for the adjusted maximum retail price level of gasoline and diesel in provinces (autonomous regions and municipalities) and central cities. The competent price departments of all provinces (autonomous regions and municipalities) shall adjust the maximum retail price of gasoline and diesel non-standard products in accordance with the prescribed quality ratio.

Refined oil retail enterprises can independently set specific retail prices on the premise of not exceeding the maximum retail price.

Four, the highest wholesale price of gasoline and diesel oil is reduced by the same amount. If the contract stipulates that the supplier will deliver the goods to the retail enterprise, the highest wholesale price shall be determined according to the highest retail price within 300 yuan; If the delivery is not stipulated in the contract, the highest wholesale price shall be determined by the competent price departments of all provinces (autonomous regions and municipalities) on the basis of 300 yuan, and then considering the transportation and miscellaneous fees and other factors. When the market retail price decreases, the wholesale price should also be reduced accordingly, and the difference between wholesale and retail prices should not be less than that in 300 yuan. The competent price departments of all provinces (autonomous regions and municipalities) shall set the highest wholesale price of non-standard products in accordance with the prescribed quality ratio.

Refined oil wholesale enterprises can negotiate with retail enterprises to determine the specific wholesale price without exceeding the maximum wholesale price.

5. The highest ex-factory price of liquefied gas is determined according to the price comparison relationship of 0.92: 1 with the supply price of No.90 gasoline in the military and other departments, and the specific price can be determined by the supply and demand sides through consultation on the premise of not exceeding the highest ex-factory price.

6. The adjusted price will be implemented from 0: 00 on May 12.

Seven, PetroChina, Sinopec, CNOOC should continue to play the internal upstream and downstream interest adjustment mechanism of oil enterprises, balance the interests of all links, ease the difficulties of refining enterprises, organize the production and transportation of refined oil, ensure market supply, especially the demand for oil for spring ploughing, and urge their subordinate enterprises to strictly implement the national price policy and consciously maintain the market price order.

Eight, the price departments at all levels should strengthen price supervision and inspection, crack down on all kinds of price violations, and earnestly safeguard the stability of the refined oil market. At the same time, it is necessary to strengthen the market dynamics and price monitoring of refined oil products, report abnormal situations in time and cooperate with relevant departments to take countermeasures.

Nine, the price departments of provinces (cities, districts) and PetroChina and Sinopec Group should report the implementation of the price adjustment plan, market prices and existing problems to our price department before May 10 (fax number: 0 10-68502 194).
