Article 1 In order to standardize the internal affairs system of China People's Liberation Army and strengthen its internal affairs construction, these Regulations are formulated in accordance with relevant laws and the actual situation of army building.

Article 2 This Order is the basic basis for the internal affairs construction of the China People's Liberation Army, and it is applicable to the active servicemen and troops (excluding enterprises and institutions) of the China People's Liberation Army and the reserve personnel participating in the training.
