Safety in production is related to the safety of people's lives and property, the overall situation of reform and opening up, economic development and social stability, and the image and reputation of the party and the government. In order to thoroughly implement Scientific Outlook on Development, realize safe development, and promote the sustained, stable and improved situation of national safety production, the following opinions are put forward: First, fully understand the great significance of adhering to scientific development and safe development.

(1) Adhering to scientific development and safe development is a scientific summary of practical experience in production safety. Over the years, all regions, departments and units have thoroughly implemented the Scientific Outlook on Development, vigorously promoted the development of safety in accordance with the decision-making arrangements of the CPC Central Committee and the State Council, and made positive progress and obvious results in the national work safety. (2) Adhering to scientific development and safe development is the fundamental way to solve the problem of safe production. Work safety in production should not only solve the long-term accumulated deep-seated, structural and regional problems, but also deal with the emerging new situations and problems. The fundamental way out lies in adhering to scientific development and safe development. We should implement this important idea and concept in all aspects of production, operation and construction, make it the basic standard to measure the safety in production of all industries and production and business units, consciously achieve unsafe production and realize the organic unity of safety and development.

(3) Adhering to scientific development and safe development is an inevitable requirement of economic development and social progress. Focusing on strengthening and implementing the main responsibility of enterprises, taking accident prevention as the main direction, taking standardized production as the guarantee and scientific and technological progress as the support, we will conscientiously implement various measures for safety production, treat both the symptoms and root causes, comprehensively manage, effectively prevent and resolutely curb serious accidents, and promote the synchronous and coordinated development of safety production and economy and society.

(5) Basic principles. -Overall consideration and coordinated development. Correctly handle the relationship between safety production and economic and social development, speed, quality and efficiency, insist on putting safety production in the first place, and promote scientific, safe and sustainable development in regional and industrial fields. -Public security and comprehensive management. Improve the system of laws, regulations and standards for production safety, strictly enforce the law on production safety, severely crack down on illegal activities, and comprehensively use legal, administrative and economic means to promote the standardized, orderly and efficient development of production safety. -Emphasis on prevention and implementation of responsibilities. Increase investment in safety, strict safety access, deepen the investigation and management of hidden dangers, lay a solid foundation for safety production, and fully implement the main responsibility of enterprise safety production, the supervision responsibility of the government and departments, and the responsibility of territorial management. -Relying on science and technology and innovating management. Accelerate the development and application of safety science and technology, strengthen the training of professional and technical personnel and high-quality employees, innovate safety management systems, mechanisms and methods, and continuously improve safety guarantee capacity and safety management level.

Three, to further strengthen the legal system construction of production safety.

Enterprises should sign labor contracts with employees in strict accordance with the Labor Contract Law, and all employees must be trained and qualified before they can take up their posts.

(ten) to strengthen the safety supervision responsibility of local people's governments. Five, focus on laying a solid foundation for safe production.

In the fields of industry, mining, commerce and transportation, the construction of post standards, professional standards and enterprise standards is generally carried out. Strengthen the safety standardization and grading evaluation, and report the evaluation results to the competent departments such as banks, securities, insurance and guarantee. , as an important reference for enterprise credit rating. Six, deepen the special rectification of safety in key industries.

Continue to strengthen the safety supervision of civil aviation, rural and mountainous traffic and water traffic, especially improve the safety regulations and standards of school buses, and strengthen the safety supervision of school buses according to law.

(eighteen) strict safety management of dangerous chemicals. Conduct a comprehensive investigation and evaluation of the current situation of hazardous chemicals safety management, and establish an information system for hazardous chemicals safety management. Scientifically plan chemical parks, optimize the layout of chemical enterprises, and strictly control the construction projects involving dangerous chemicals in cities and towns. All regions should actively study and formulate policies to encourage and support, and accelerate the relocation of high-risk hazardous chemicals production and storage enterprises in urban areas. Local people's governments at all levels shall organize the safety rectification of underground dangerous chemicals transportation pipelines and facilities, and strengthen and standardize the management of urban ground excavation operations. Continue to promote the transformation of automatic control system in chemical plants. We will effectively strengthen the safety supervision of fireworks and civil explosives, and carry out in-depth special treatment of high-risk products such as "three excesses and one change" (exceeding the scope, quota and dosage, and changing the use of workshops without authorization) and fireworks and firecrackers.
