Dear community owners:

Due to the report from the community owners, our company has received a notice from the relevant department. The fire exits in the community are seriously blocked by the private vehicles of the community owners. In order to ensure the safety, smoothness, orderliness and civilization of the fire exits in the community, the owners of the community are strictly prohibited from parking vehicles in the fire exits.

Article 28 of my country’s New Fire Protection Law stipulates that no unit or individual may occupy, block, or close evacuation passages, safety exits, or fire truck passages. Doors and windows in crowded places shall not be equipped with obstacles that may affect escape, fire fighting and rescue. If there is a violation of this provision, according to Article 60 of the New Fire Protection Law, units that violate the provisions of this law shall be ordered to make corrections and fined not less than RMB 5,000 but not more than RMB 50,000. Individuals who violate this provision shall be given a warning or fined not more than RMB 500.

The fire escape is a special passage for escaping in the event of an emergency. No unit or individual has the right to occupy it. To ensure the safety of the owners, it is prohibited to park vehicles and pile up debris at stairwells and fire escapes. Owners are requested to Consciously remove the vehicle from the corridor. For those who violate this regulation, the property management company will cooperate with relevant departments to forcibly remove the vehicles from the corridor. The property management company has temporarily arranged a temporary parking space for the owners. The owners are requested to park their vehicles in the parking lot in the basement of the second phase of Jinzhou International Community.

Article 16 of the "Fire Protection Law of the People's Republic of China" Agencies, groups, enterprises, institutions and other units shall perform the following fire safety responsibilities: (4) Ensure evacuation Passages, safety exits, and fire truck passages should be smooth to ensure that fire and smoke prevention zoning and fire separation distances meet fire protection technical standards.

Article 60: If a unit violates the provisions of this Law and commits any of the following acts, it shall be ordered to make corrections and fined not less than RMB 5,000 but not more than RMB 50,000.

(5) If an individual occupies, blocks, or seals the passage of fire trucks and obstructs the passage of fire trucks, and any individual commits any of the acts in Items 2, 3, 4, and 5 of the preceding paragraph, he shall be punished Warning or fine of not more than 500 yuan.

If a person commits the acts of Items 3, 4, 5 and 6 of Paragraph 1 of this Article and refuses to make corrections after being ordered to do so, enforcement will be carried out and the necessary fees shall be borne by the offender.
