Protection of Electric Power Facilities in Hubei Province's Regulations on Construction and Protection of Electric Power Facilities

Article 23 owners and managers of power facilities shall earnestly fulfill their social responsibilities and obligations, strengthen the publicity of power facilities protection, establish and improve the system of safety management and accountability, implement various civil air defense, physical defense and technical defense measures, set up and maintain safety warning signs of power facilities, patrol, maintain and overhaul power facilities in accordance with national norms and technical standards, and take timely measures to eliminate hidden dangers.

Article 24 The scope of protection and protected areas of power facilities shall be determined in accordance with the relevant provisions of the state.

The 800 kV and 1000 kV power line protection zones are the areas in two parallel planes formed by the lateral lines of conductors extending horizontally outward for 30 meters and perpendicular to the ground.

Power plants, substations, converter stations, switching stations and other factory (station) protected areas refer to the areas formed by the extension of 3 meters outside the fence of the factory (station).

The wind farm protection area is an area where the wind power equipment area extends 50 meters outward.

Article 25 The electric power administrative department of the people's government at or above the county level shall, in accordance with the relevant provisions of the state, set up signs in the scope of protection of power facilities and power facilities protection areas.

No unit or individual may damage, move or destroy the protection signs of power facilities.

Article 26 No unit or individual may engage in the following acts that endanger power line facilities:

(a) directly or operating other objects to touch power line facilities;

(two) posting advertising slogans, hanging billboards and other cables and markers on the tower without authorization;

(three) flying kites or raising unmanned free balloons or tethered balloons within 300 meters of power line facilities;

(4) Climbing transformer stations, towers and cables without authorization;

(five) damage, unauthorized movement of electrical equipment and communication facilities on power lines;

(six) unauthorized occupation of cable tunnels (pipes) and other pipelines laying all kinds of cables;

(seven) other harmful acts.

Twenty-seventh any unit or individual shall not engage in the following harmful acts in the overhead power line protection zone:

(a) planting tall plants that may endanger the safety of power facilities and power supply;

(2) fishing;

(three) piling, landfill, bedding and other operations or activities that affect the safe operation of power facilities;

(4) Setting off fireworks and firecrackers;

(five) new construction, renovation and expansion of buildings and structures;

(6) Other harmful acts.

Twenty-eighth any unit or individual shall not engage in the following harmful acts in the power cable protection zone:

(a) burning grain, forage, wood, oil, garbage and other items;

(2) Taking soil, excavating, quarrying, piling, drilling or dumping corrosive chemicals;

(3) stacking inflammable and explosive articles;

(four) new construction, renovation and expansion of buildings and structures;

(5) Other harmful acts.

Twenty-ninth in power plants, substations, converter stations, switch stations and other protected areas, no unit or individual may engage in the following activities:

(1) stacking sundries and dumping garbage;

(2) Building buildings and structures;

(3) Digging pits and ditches;

(4) stacking inflammable and explosive articles;

(five) burning grain, forage, wood, oil, garbage and other items;

(6) Other harmful acts.

Thirtieth in power plants, substations, water, oil, gas, ash, slag, coal and other transportation pipeline protection areas and special roads, any unit or individual shall not engage in the following activities:

(1) Damaging or blocking roads and pipelines;

(two) unauthorized soil, dredging, quarrying, piling, drilling and other operations;

(3) Building buildings and structures;

(4) Dumping garbage, slag and other wastes;

(five) stacking (unloading) inflammable, explosive and other corrosive dangerous goods and chemicals;

(6) Other harmful acts.

Thirty-first outside the power facilities protection zone, the following provisions shall be observed when conducting operations that may endanger the safety of overhead power line towers and stay wire foundations:

(a) shall not affect the stability of the tower and cable foundation, which may lead to the instability of the foundation, and the relevant units and individuals shall build reinforced slope protection that meets the technical standards or safety requirements;

(two) shall not damage the grounding device of power facilities or change its buried depth.

Article 32 Any unit or individual shall obtain approval from the administrative department of electric power of the people's government at or above the county level and take safety protection measures before carrying out the following operations:

(a) blasting operations within 500 meters around power facilities;

(two) other operations that may endanger the safety of power facilities around the power facilities.

The cost of taking safety protection measures shall be borne by the operator.

Article 33 owners and managers of power facilities have the right to stop acts that endanger power facilities, demand restitution, eliminate hazards and compensate losses, and relevant parties shall cooperate.

When the harmful behavior seriously affects the safety of power grid, the administrative department of electric power shall order the parties to make corrections within a time limit; If no correction is made within the time limit, the power supply enterprise may stop accepting the application of the parties for installation, or suspend power supply to the parties in accordance with the procedures prescribed by the state until the harmful behavior is eliminated.
