National moral models are selected every two years on average. Sponsored by the Central Civilization Office, the All-China Federation of Trade Unions, the Central Committee of the Communist Youth League, and the All-China Women's Federation, this selection is the largest, highest-standard and most extensive moral model selection since the founding of New China. It was solemnly announced on September 20 th, "Citizen's Moral Day". Select implementation steps:

Recommendation stage: In April, the organizer set up the Organizing Committee of the 4th National Moral Model Selection and Commendation Activity (hereinafter referred to as "National Activity Organizing Committee") and its office, and the provinces, autonomous regions, municipalities directly under the Central Government and the military system set up corresponding institutions to start the selection and commendation work. In early May, the organizing committees of all provinces, autonomous regions, municipalities directly under the Central Government and military systems carried out recommendation and selection activities at local and system levels to commend moral models at the corresponding levels.

Voting: From June to July, the National Organizing Committee publicized the basic information and major deeds of the candidates in the major central news media and key websites, and accepted social supervision and voting. In order to fully reflect the representativeness and credibility of voting, there are three voting methods: the public, "10,000 public representatives" and the National Activity Selection Committee.

Approved commendation: After the Central Civilization Committee has approved the list of suggestions, the organizer will make a decision to commend the fourth national moral model.

Recommendation and evaluation: focus on recommending and evaluating good people around you. Continue to carry out the activities of "I recommend and I evaluate the good people around me", and the provinces, prefectures and counties should carry out the recommendation and selection activities of "good people around us" to form a normal mechanism. We should give priority to recommending "good people around us" at all levels as candidates, laying a solid mass foundation for the national moral model selection and commendation.

Social influence: Advocating moral models and promoting good moral habits are the signs of social health and progress, and also the driving force of social civilization and progress. Praising the "civilian heroes" that the masses can see, touch and learn, and praising the "mortal charity" that has emerged at the grassroots level can effectively guide people to "start from me, start from now, and start from small things around us", guide the masses to see Si Qi and strive for Excellence, so that moral models can become examples for everyone to learn, and further improve the civilized and moral level of the whole society.
