The city now has jurisdiction over 27 townships (towns) and sub-district offices, with a land area of 2,046 square kilometers and a total population of 900,000. Changning is known as the hometown of eight treasures and the capital of metals, as well as the oil capital of China, the lead capital of the world, the hometown of Chinese fir and bamboo, and the hometown of nonferrous metals. There are also scenic spots such as "Landscape Paradise", "Seal Kingdom" and "Charming Yaozhai" in our city, which are fascinating. Changning is the pearl of southern Hunan and a hot spot for reform. Our city has a good economic foundation and preferential policies. More than 20 foreign and Hong Kong, Macao and Taiwan enterprises have taken root in Changning, and 150 domestic enterprises have made great efforts in Changning. Changning adheres to the strategic goal of "focusing on people's livelihood, focusing on finance, focusing on projects, focusing on investment and focusing on services". () In the past three years, the fiscal revenue has increased at an average annual rate of 1 100 million yuan, and the total economic output ranks 14 in the province. Changning Municipal Party Committee and Municipal Government pay special attention to people's livelihood. The people enjoy public financial welfare, implement free public transportation and exempt farmland water charges. Urban construction is expanding the city, improving the quality and increasing the speed of development, and moving towards a better future.

However, our city is also a region with frequent natural disasters and underdeveloped economy, with many kinds of disasters, wide distribution area, high frequency and heavy losses. The task of disaster prevention, mitigation and relief in our city is very heavy.

In recent years, under the care and guidance of the superior civil affairs department, the civil affairs work of our city has always adhered to the purpose of "people-oriented, solving problems for the people", paid attention to people's livelihood, implemented civil rights and safeguarded people's interests, and carried out various civil affairs work in a solid manner around building a harmonious society and promoting the overall situation of enriching the people and strengthening the city, and the civil affairs cause has developed by leaps and bounds. In particular, our city has made gratifying achievements in disaster prevention, mitigation and relief. In particular, last year, our city overcame the once-in-a-century low-temperature rain, snow and freezing disaster, successfully completed the Wenchuan earthquake relief support task, and made due contributions to the social stability and economic development in the disaster-stricken areas.

The convening of this meeting in our city is a spur and encouragement to our future work.
