Article 4 The construction, maintenance, management and use of civil air defense projects in this city shall be under the leadership of the municipal and district people's governments and shall be in charge of the municipal and district civil air defense readiness departments. Article 5 Public security, planning, urban construction, planning, land, urban management, industry and commerce, taxation, health, electric power, post and telecommunications, finance and other departments shall actively cooperate with the civil air defense and war preparedness departments in the construction, maintenance and management of civil air defense projects in accordance with relevant regulations. Chapter 2 Construction Article 7 The municipal and district people's governments shall incorporate the construction of civil air defense projects into the national economic and social development plans, and build various types of supporting civil air defense projects according to strategic needs and regulations. Article 8 The municipal civil air defense strategy department shall prepare a civil air defense project construction plan based on the city's overall plan, and organize its implementation after approval.

Article 10 All civil buildings built within the urban planning areas of this city must build air-proof basements in accordance with the following regulations:

(5) For other civil buildings, civil air defense project supporting fees should be paid at 2% of the total construction area, and funds should be pooled to build air defense basements. Article 11: When urban private residences are repaired and renovated according to the original area of ??the original house, and when private residences are built in rural areas, air defense basements may not be built and supporting fees for civil air defense projects shall be exempted. Article 12 The quantity and location of the openings of civil air defense projects shall be determined in accordance with national regulations.
The planning and land departments should reasonably arrange the necessary land at the entrance of the civil air defense project to ensure smooth roads and build entrance facilities for the civil air defense project. The land used at the entrance of command posts and other important civil air defense projects shall be determined based on actual needs. The land used at the entrance of other civil air defense projects shall not be less than 6% of the underground construction area.
The procedures for land use in the civil air defense project shall be handled by the project construction unit with the land management department based on the planning opinions. Article 13 The distance between a newly built building of more than 7 floors and the entrance of a civil air defense project unit shall not be less than half of the height of the building; the distance between a building below 7 floors and a single entrance of a civil air defense project shall not be less than 10 meters. Combined with the distance between the outdoor entrances and exits of air-proof basements constructed in civil buildings, if the above requirements cannot be met due to conditions, an anti-collapse scaffolding should be built at the entrance. Article 14 Civil air defense projects must be constructed in accordance with the project grade standards and construction procedures prescribed by the state to ensure project quality. Article 15: Encourage units and individuals, including compatriots from Hong Kong, Macao, and Taiwan, as well as foreign businessmen, to invest in the construction of civil air defense projects that can be combined in peacetime and wartime. Chapter 3 Management and Maintenance Article 16 Municipal and district civil air defense strategic departments shall strengthen the management and maintenance of civil air defense projects in accordance with the division of labor and relevant regulations to ensure that civil air defense projects are always in good condition.
Managers of civil air defense projects shall enforce the law impartially, be loyal to their duties, keep secrets, and actively manage and maintain civil air defense projects.
