Chapter 1 General Provisions

Chapter 2 Management Functions of Airport Management Organizations

Article 13 Specific responsibilities of the airport management agency

(1) The airport management agency shall comply with the provisions of the airport use license issued by the Civil Aviation Administration or the approval document open to the use of civil aircraft. Article 21 The business activities of the airport management agency must be carried out in accordance with the business scope specified in the airport business license issued by the Civil Aviation Administration or the Civil Aviation Regional Administration.

Chapter 5 The relationship between the airport management agency and external work

Article 22 The airport management agency and the air traffic control department have a close working relationship and must cooperate with each other.

The airport management agency should cooperate with the implementation of air traffic control, meteorological, communication and navigation projects according to the airport's overall plan, and should give priority to ensuring the use of land for the above projects within the scope of the airport.

Article 23 The relationship between airport management agencies and airlines is a collaborative relationship between enterprises. In terms of air transport sales and ground service agency business, it is also a relationship between agents and carriers. .

(1) If a newly established airline needs to be stationed at the airport, it should obtain the consent of the airport management agency and submit it to the airport authorities (local people's government, Civil Aviation Administration, and Civil Aviation Regional Administration) for approval. (2) Airlines operating routes using airports (including alternate airports) must sign an airport use agreement with the airport management agency to clarify the rights, obligations and responsibilities of both parties.

(3) The airport management agency acts as an agent for sales and ground service services for airlines, and both parties establish their respective rights, obligations and responsibilities through agreements. When acting as an agent for airline sales and ground service business, in addition to complying with the relevant regulations of the Civil Aviation Administration, they must also abide by the relevant regulations of the airline and accept the supervision and inspection of the airline.

(4) The airport management agency must treat all airlines equally and fairly, and it is strictly prohibited to exclude or discriminate against airlines that do not entrust the airport management agency to conduct agency sales or ground service business.

(5) When airlines open new routes, if the airport management agency has special vehicles and other equipment, the airport management agency can provide paid agency services. If these equipments are not available, the airlines can provide their own equipment, which can be rented to the airport management agency for use or managed by themselves.

(6) Airlines may build dedicated terminals, hangars, aprons and other facilities within the airport on the premise of complying with the overall airport planning.
