Article 1 These Measures are formulated for the implementation of the Law of People's Republic of China (PRC) on Common Languages and Characters, combined with the actual situation of this province. Article 2 The national common language as mentioned in these Measures refers to Putonghua and standardized Chinese characters.

The use of Putonghua and standardized Chinese characters should conform to the norms and standards of the national common language. Article 3 It is the common responsibility of the whole society to popularize Putonghua and standardize Chinese characters.

People's governments at all levels should strengthen their leadership over the work of the national common language and writing, regard popularizing Putonghua and promoting standardized Chinese characters as important contents of patriotic education and spiritual civilization construction, and provide necessary conditions for ensuring the normal development of the work of the national common language and writing. Article 4 The Language Working Committee of the people's government at or above the county level is responsible for managing and supervising the use of the national common language within its administrative area, and its main duties are:

(a) the implementation of laws, regulations and rules of the national common language;

To formulate plans for the promotion and use of the national common language;

(three) to manage and supervise the social application of the national common language;

Coordinate the standardization of languages in various departments and industries;

(eight) other duties as prescribed by laws and regulations.

The office of the Language Working Committee of the people's government at or above the county level is responsible for managing and supervising the daily work of the use of the national common language within its administrative area; If the Language and Literature Working Committee of the people's government at the county level does not have an office, it shall determine the person responsible for this work. Fifth education, personnel, press and publication, radio and television, culture, health, construction, industry and commerce, tourism, communications, postal services, finance and other administrative and industrial departments. Responsible for the management and supervision of the use of the national common language in this system, and designate a special person to be responsible for this work. Article 6 The people's governments at or above the county level shall encourage and support institutions of higher learning, scientific research institutions, social organizations and other organizations and individuals to carry out scientific research on the national common language. Seventh organizations and individuals that have made remarkable achievements in the work of the national common language and writing shall be commended and rewarded by the people's governments at or above the county level or the relevant departments. Article 8 The working languages of state organs are Mandarin and standardized Chinese characters.

The meeting language, working language and communication language of state organs should use Mandarin. People in leadership positions should take the lead in using Putonghua.

Nameplates, seals, official documents, signs and electronic screens of state organs shall use standardized Chinese characters. Ninth schools and other educational institutions should use Putonghua and standardized Chinese characters as the basic teaching language.

Putonghua should be used in classroom teaching and other activities in schools and other educational institutions.

Newspapers, blackboard newspapers, handouts, examination papers and teachers' blackboard writing in schools and other educational institutions should use standardized Chinese characters.

Schools and other educational institutions should improve students' ability to use the national common language correctly, and take it as the basic content of education and teaching and the cultivation of students' skills, and incorporate it into the training objectives and related curriculum standards, and into the school work schedule and routine management. Tenth radio, film and television production and broadcasting institutions should use Putonghua and standardized Chinese characters as the basic language.

Radio and television broadcasting, program hosting, interviews, etc. , you should use Mandarin.

Standard Chinese characters should be used in film and television screen subtitles and other promotional words. Article 11 The characters used in Chinese publications and information technology products shall conform to the norms and standards of the national common language.

Chinese books, newspapers, periodicals and other Chinese publications should use standardized Chinese characters in text, printing registration (header), publication name (header), book title, cover (set), back cover, spine and packaging and decoration.

China audio-visual publications should use Putonghua and standardized Chinese characters.

The font design, production and software development of computer Chinese character library should use Putonghua and standardized Chinese characters. Twelfth public service industries should use Putonghua and standardized Chinese characters as basic social service terms.

Public service industries such as commerce, communications, postal services, culture, public transportation, railways, civil aviation, tourism, finance, medical care, etc. should use Putonghua when serving the public.

When licenses, bills, statements, electronic screens, commodity names and descriptions are used in foreign languages, standardized Chinese characters should be used at the same time.

Chinese characters should be standardized in medical records and prescriptions. Thirteenth public facilities should be used in accordance with the norms and standards of the national common language.

The names of mountains and rivers, administrative divisions, residential areas, roads (streets), bridges, historical sites, tourist attractions (spots), educational bases, stations, airports and other public transport stop signs in this province shall use standardized Chinese characters.

When using hanyu pinyin in public facilities, it should be added below Chinese characters and cannot be used alone. Fourteenth inscriptions, inscriptions and calligraphy signs in public places advocate the use of standardized Chinese characters. Article 15 The use of Chinese characters in advertisements shall conform to the norms and standards of the national common language, and traditional characters, abolished variant characters and simplified characters shall not be used; Use idioms and words without abusing homophonic words.
