Article 1: These measures are formulated in accordance with the "Regulations on Emergency Response to Major Animal Epidemics" of the State Council and in combination with the actual situation of Sichuan Province. The veterinary administrative departments of the people's governments at or above the county level are specifically responsible for organizing emergency response work such as monitoring, investigation, control, and extermination of major animal epidemics.

The health, forestry, public security and other relevant departments of the people's governments at or above the county level shall perform emergency response duties for major animal epidemics within the scope of their authority. Article 3 People's governments at or above the county level shall formulate emergency plans for major animal epidemics within their respective administrative regions and submit them to the veterinary administrative department of the people's government at the next higher level for filing; establish a major animal epidemic emergency headquarters to provide unified leadership, command and decision-making for major animal epidemics Emergency work; establish an emergency reserve team and conduct regular technical training and emergency drills.

The veterinary administrative department of the people's government at or above the county level shall establish an expert group for the prevention and control of major animal epidemics to be responsible for the relevant technical work on the prevention and control of major animal epidemics. Article 4 People's governments at or above the county level and their relevant departments shall reserve necessary vaccines, medicines, facilities and equipment, protective supplies and other materials according to emergency plans for major animal epidemics. Article 5 Units and individuals engaged in livestock and poultry breeding have the obligation to accept compulsory immunization against major animal diseases. Article 9 During the reporting period of a major animal epidemic, the local county-level animal epidemic prevention supervision agency shall immediately take the following temporary isolation control measures at the suspected epidemic point:

(1) Prohibit infection or death from the disease in the suspected epidemic point Move out animals and animal products and all contaminated or potentially contaminated items; prohibit the movement of susceptible animals outside suspected epidemic sites;

Relevant units and individuals must implement or cooperate with the implementation. Article 10 Major animal epidemics are determined in accordance with relevant national regulations.

Significant animal epidemics recognized by this province must be reported to the veterinary administrative department of the State Council for announcement, and no other unit or individual may announce it; all types of media are not allowed to publish major animal epidemics that have not been announced by the veterinary administrative department of the State Council. Article 11 After a major animal epidemic occurs, according to the epidemic level, the relevant people's governments shall immediately activate the emergency response plan for major animal epidemics and provide sites and materials for harmless treatment; aviation, railways, highways, waterways and other transportation departments shall control the , ensure the transportation of personnel and related materials to fight the epidemic. The veterinary administrative department should promptly notify the local health administrative department of the epidemic situation. Article 12 In the emergency response to major animal epidemics, the varieties and quantities of culled animals and destroyed animal products shall be counted, a list shall be issued, and after verification, it shall be signed and sealed by the parties concerned; Breeders who lose money will be compensated. Article 13: No unit or individual may use animals and animal products that have been isolated, sealed, and processed in accordance with the law without authorization. Article 14 In adjacent areas where major animal epidemics occur, the local people's government and relevant departments shall, after receiving notification of the epidemic, take necessary preventive and control measures to prevent the epidemic from occurring within their respective administrative areas and obey the unified orders of the people's government at the next higher level. Command and support emergency response work in areas where the epidemic occurs. Article 15 Anyone who violates the provisions of Article 5 of these Measures and refuses to accept the obligation of compulsory immunization against major animal epidemic diseases shall be dealt with in accordance with the relevant provisions of the "Animal Epidemic Prevention Law of the People's Republic of China".
