Twenty-eighth highway management agencies at all levels should set up safety barriers at both ends of unguarded highway crossings in addition to setting up signs of slowing down.

Article 33 No unit or individual may occupy or dig highways, special highways and land for highways without authorization. If it is really necessary to occupy the excavation, it must be approved by the highway management agency and pay the relevant fees. If the loss of highway property is caused, compensation shall be made.

The relevant expense standards for occupying and excavating highways, special highways and land for highways shall be formulated by the provincial people's government.

Article 34 When a traffic accident occurs on an expressway, the relevant domestic departments should rush to the scene in the shortest time to divert traffic. After the on-site investigation is completed, the public security traffic management department or highway management institution shall be responsible for removing obstacles.
