Article 3 Collective petitions by the masses within the administrative area of this Municipality must abide by these Provisions. Article 4 The state administrative organs shall ensure that the people conduct petitions through normal channels and in a proper way as stipulated by laws, regulations and relevant policies. Article 5 The state administrative organs shall timely and carefully analyze and study the problems that the people care about and reflect, and take effective measures to solve the problems at the grassroots level before the people collectively petition.

If the collective petitioners refuse to elect their representatives and stay at the entrance of the reception place or organ, the reception organ may notify the relevant competent department or the responsible unit to be present to take back the petitioners.

(3) For the people who go above the level to petition collectively, they should be targeted to publicize the relevant laws, regulations and policies of the state and the relevant procedures for handling and solving problems, and guide them to reflect the problems to the state administrative organs or units with direct handling authority.

(4) When a mass petition occurs, the responsible persons of the relevant state administrative organs and units shall, according to the requirements of the petition work organization, actively do a good job in the reception and persuasion of the mass petition. The main person in charge of the competent authority shall personally receive major mass collective petitions.

(5) If the problems reflected by the mass collective petitions are beyond the scope of work and handling authority of the department at the corresponding level, the reception organ shall actively explain and stabilize the work to the masses, and report the problems reflected by the masses to the superiors or relevant departments in a timely manner. When necessary, they can accompany the representatives of the mass collective petitions to the relevant departments to reflect. Contradictions should not be pushed to society or to superiors. Article 9 The mass collective petition shall comply with the following provisions:

(1) Generally, it shall hold a handling opinion of the unit to which the responsibility belongs;

(2) truthfully reflect the situation, and shall not fabricate or distort the facts, and shall not make false accusations or frame up;

(3) The problems required to be solved shall be based on sufficient facts, policies and regulations, without mentioning excessive or unreasonable requirements;

(4) Don't sit still, contain or stay in front of the state administrative organs, don't put up banners, put up slogans, post or spread posters, don't attack the state administrative organs, don't besiege, abuse, insult or beat staff, don't destroy public and private property, and don't intercept official vehicles;

(5) If they are dissatisfied with the handling opinions of the accepting organ, they may continue to elect their representatives and bring the written handling opinions issued by the accepting organ to the relevant state administrative organ at the next higher level to apply for petition for reconsideration;

(6) collective petitions shall not be repeated within the time limit for the accepting organ to handle the problems reflected and within the time limit for petitions and reconsideration. Article 1 the state administrative organ shall handle the collective petitions of the masses according to the following procedures and regulations:

(1) if it has direct authority to handle the problems reflected, it shall file a case and make timely and appropriate handling in accordance with relevant laws, regulations and policies. For major mass collective petitions, a person in charge shall personally coordinate and handle them. When the petitioners are dissatisfied with the handling opinions of the problems reflected, the accepting organ shall issue written handling opinions to the petitioners. The problems reflected in the major mass collective petitions assigned by superiors shall be put on record and handled by themselves, and shall not be transferred to lower levels for handling.

(2) For the people who have not been dealt with by the organs with direct handling authority, the higher authorities generally only consult and explain, understand the situation, and refer the problems reflected to the relevant localities or departments according to the complaint handling procedures. The organizer shall promptly handle the matter and report the results to the higher authorities on schedule.

(3) If the following organs or the units to which responsibility belongs have been dealt with, but the masses refuse to accept it and ask for a petition for reconsideration to the higher authorities, the higher authorities shall earnestly petition for reconsideration. If it is considered appropriate to handle the case after petition for reconsideration, it shall support and assist the lower authorities to do a good job in mass work; If further investigation and handling is required by the lower authorities or relevant units, it shall be assigned in time. If the higher authorities confirm that the organizer has handled it improperly, they can also make a decision directly. The handling decisions made by the higher authorities shall be implemented by the lower contractors.

(4) We should carefully coordinate the collective petitions of the masses that need to be handled by several localities and departments. Involving two or more places or cross-systems, the higher authorities or relevant functional issues shall be responsible for coordination; Involving several issues in this system, this system is responsible for coordination.

(5) Public security organs should maintain the normal working order of state administrative organs. Where there is a mass collective petition to the state administrative organ, and there is any act specified in Item (4) of Article 9 of these Provisions, the relevant public security organ shall, according to the requirements of the reception organ or the relevant person in charge, rush to the scene in time to maintain order. Those who violate the law shall be dealt with in accordance with relevant laws and regulations.

(6) For the problems reflected by the collective petitioners, the petition offices of cities and counties (cities, districts) have the right to assign them to the state administrative organs at the same level or the next level, and supervise and inspect the handling. If it is not handled properly, it may be required to handle it again, or it may be handled directly if necessary.
