Governments at all levels and relevant departments must attach great importance to it, make overall arrangements and arrangements, and do a good job in preventing and responding to rain, snow and freezing disasters.

1. Adhere to the supremacy of people and life, focus on special groups such as people in disaster-prone areas, people resettled by early disasters, and people living in difficulties, and strengthen the care of elderly care institutions, welfare institutions, disaster resettlement sites, and epidemic isolation points management of key areas, and take emergency evacuation and other measures when necessary to ensure that the safety of people's lives and property is given top priority.

2. Pay close attention to weather changes and disaster development trends, do a good job in issuing disaster forecasts and early warnings, increase social publicity and guidance, and improve people's awareness of disaster prevention, reduction, and relief.

3. Dispatch and deploy emergency response forces, pre-position ice and snow removal, frontline quick repair and other emergency teams and equipment and supplies, and prepare disaster relief supplies to ensure scientific dispatch, rapid dispatch, and efficient response.

4. Highlight key areas, pay close attention to key links in the disaster chain such as transportation, urban public sector management, production safety, agriculture and rural areas, electric power, communications, etc., and do a good job in highways, urban roads and bridges, and waterfront and cliff areas. Ice and snow removal and safety control on roads, etc., timely investigation and disposal of potential risks in power, communication lines and municipal infrastructure, and prevention and response measures implemented by industries, fields and departments.

5. Strengthen duty watch, strictly implement the 24-hour duty and leadership system, keep information flowing, and detect, report and deal with emergencies caused by rain, snow and freezing weather early to minimize the risk of accidents. Disaster losses, emergencies or casualties must be reported as soon as possible according to procedures.
