Chapter I General Provisions Article 1 These Measures are formulated in accordance with the relevant laws and regulations and the actual situation of this Municipality in order to improve the diversified solution mechanism of social contradictions and disputes, timely, conveniently and effectively resolve contradictions and disputes, promote the modernization of urban governance system and governance capacity, safeguard social fairness and justice, and build a harmonious society. Article 2 These Measures shall apply to the diversified solutions of social contradictions and disputes and related activities within the administrative area of this Municipality.

The term "diversified solution of social contradictions and disputes" as mentioned in these Measures refers to the activities of building an organically coordinated, efficient and convenient diversified solution mechanism through conciliation, mediation, administrative adjudication, administrative reconsideration, arbitration and litigation, so as to resolve social contradictions and disputes and promote social harmony. Article 3 This Municipality adheres to and develops the "Maple Bridge Experience" in the new era, gives full play to the people's main role, improves the working mechanism for correctly handling contradictions among the people, smoothes and standardizes the channels for the expression of people's demands, interests coordination and rights protection, builds a comprehensive social contradiction management mechanism of source prevention and control, investigation and sorting out, dispute resolution and emergency treatment, and persists in taking the non-litigation conflict resolution mechanism as the guide to resolve contradictions and disputes at the grassroots level and at the source. Article 4 The diversified solution of social contradictions and disputes in this Municipality adheres to the principles of Party committee leadership, government-led, comprehensive coordination, source control and prevention-oriented:

(a) fair, just, convenient and efficient;

(2) Respecting the wishes of the parties;

(three) do not violate laws and regulations, national policies, respect public order and good customs;

(4) Give priority to reconciliation and mediation;

(5) Combination of prevention and control, focusing on source management. Article 5 The people's governments of cities, districts and counties (cities) shall incorporate the diversified solution of social contradictions and disputes into the construction plan of a government ruled by law, do a good job in capacity building and fund guarantee for preventing and resolving social contradictions and disputes, and organize, coordinate and urge relevant departments to implement the responsibilities of diversified solution of social contradictions and disputes. Article 6 Administrative organs at all levels, people's organizations, enterprises and institutions, villagers' committees, residents' committees and news media shall, according to their respective functions and duties, carry forward socialist core values, popularize diversified knowledge of solving social contradictions and disputes, and create a good atmosphere for the whole society to support and participate in diversified solving social contradictions and disputes. Seventh city, county (city) people's government and its relevant departments shall, in accordance with the relevant provisions, commend and reward the units and individuals that have made remarkable achievements in the diversified solution of social contradictions and disputes. Chapter II Division of Responsibilities Article 8 The municipal, district and county (city) people's governments shall establish and improve the social stability risk assessment system for major administrative decisions. Administrative organs at all levels shall make major decisions that have a significant impact on economic and social development, involve major public interests or vital interests of the public, and may adversely affect social stability and public safety, etc., and shall conduct social stability risk assessment in advance and prepare an assessment report.

The municipal, district and county (city) people's governments shall establish and improve the investigation and early warning system for social contradictions and disputes, monitor, count and analyze matters that may lead to social contradictions and disputes, strengthen early warning, and properly dispose of them according to law. Township (town) people's governments, sub-district offices, villagers' committees and residents' committees shall regularly investigate social contradictions and disputes. Article 9 District, county (city), township (town) people's governments and sub-district offices shall establish platforms for mediating and resolving social contradictions and disputes, undertake duties such as letters and visits, resolving social contradictions and disputes, handling social governance events, and analyzing social risks according to the prescribed authority, carry out activities such as receiving visits, mediation, administrative adjudication, administrative reconsideration, and public legal services, and implement the reform of "running one place at most" in the field of social governance.

People's courts, people's procuratorates, arbitration institutions and other units need to carry out the work of resolving social contradictions and disputes on the platform of mediation and resolution of social contradictions and disputes, and the district, county (city), township (town) people's governments and sub-district offices shall guarantee it. Twelfth public security, civil affairs, urban and rural construction, housing security and real estate management, human resources and social security, planning and natural resources, ecological environment, transportation, agriculture and rural areas, forestry, health, retired military affairs, market supervision, education, medical security and other administrative departments. Carry out the work of resolving social contradictions and disputes such as administrative mediation and administrative adjudication according to their respective responsibilities, promote the establishment of mediation organizations in related fields, and ensure their normal operation.
