How to apply for a tobacco license online?

1. Open the browser and enter the online processing platform for administrative licensing of government services of the State Tobacco Monopoly Bureau.

2. After entering the platform, click "Login/Register" in the upper right corner.

3. Enter the login interface, click "Log in as a legal person user" first, and then click the red small print "Register an account now" below (registered personal number cannot be applied for online processing).

4. Enter the legal person registration interface and fill in the information correctly and truthfully as required.

5. After the registration is completed, log in to the account you just registered, return to the home page, find "I want to do it", and click on the tobacco monopoly retail license to issue. Then click "New Tobacco Monopoly Retail License" in the figure.

6. After entering the page, click the "Online Processing" button.

7. Enter the page to fill in the basic information. Just fill it out as required. After the information is checked correctly, click "Submit".

8. In the future, relevant staff will handle it systematically, and the staff of the local tobacco bureau will take the initiative to contact you and make an appointment for on-site verification.

The tobacco license processing process is as follows:

(1) application. The applicant applies to the accreditation hall of the local county tobacco monopoly bureau;

(2) acceptance. The county-level tobacco monopoly bureau with complete materials submitted by the applicant shall accept the application and serve the applicant with the Notice of Acceptance of Administrative License with special seal; If it is not accepted, the Tobacco Monopoly Bureau shall be responsible for serving the notice of disapproval of administrative license with a special seal on the applicant;

(3) Field verification. After accepting the application, the Tobacco Monopoly Bureau will assign more than two staff members to the business premises for verification, check whether the application content is consistent with the actual situation, and submit the verification results in combination with the requirements of the reasonable layout of local tobacco products retail outlets;

(4) Review and approval. The audit department shall audit the authenticity, legality, validity and completeness of the materials submitted by the applicant, put forward opinions on whether to handle them, and report them to the approver for approval;

(5) making decisions. If the license is granted after examination, the Tobacco Monopoly Bureau shall make a decision on granting the administrative license within ten days and serve the tobacco monopoly retail license to the applicant. If the license is not granted, the reasons will also be explained to the applicant, and the applicant will be informed of his right to apply for administrative reconsideration or bring an administrative lawsuit according to law.

Article 9 To obtain a tobacco monopoly retail license, the following conditions shall be met:

(1) Having funds suitable for the retail business of tobacco products;

(2) Having a fixed business place;

(3) Conforming to the requirements for the rational distribution of retail outlets of tobacco products;

Other conditions stipulated by the administrative department of tobacco monopoly in the State Council.
