1. Further improve the bus management and use system

(1) Improve the personnel management system. The bureau office is responsible for managing and arranging the use of official vehicles of the bureau. The bureau's official vehicles are mainly used by bureau leaders and bureau cadres for official business. Each car user should submit a car request to the bureau office in advance, and the bureau office will allocate it uniformly: If the bureau leader needs to use a car within 15 minutes after going to work, he must first ensure that Bureau leaders use cars for official business; 15 minutes later, cars for business departments will be arranged according to work priorities. The driver leaves the vehicle with the ticket issued by the bureau office.

Non-official vehicles under special circumstances must be arranged by the bureau office with the approval of the director.

(2) Implement a vehicle registration system. The driver shall register the vehicle departure situation according to the vehicle departure tasks arranged by the bureau office, and fill out the "Vehicle Departure Registration Form" to clarify the reason for the vehicle departure, location and other matters. The "Registration Form" must be signed by the vehicle user. The bureau office is responsible for reviewing the Registration Form on a monthly basis.

(3) Improve the designated driving system. The official vehicles of the bureau shall be driven by a designated person who is responsible for driving the vehicle full-time. Other personnel may not serve as drivers concurrently, and drivers may not change driving vehicles among themselves at will. If there are staff in special positions who really need to drive public buses, they must comply with the provincial and municipal competent department documents or relevant regulations. The unit shall strictly control the situation and report it to the county leader for approval, and then report it to the county Commission for Discipline Inspection and Supervision Bureau for filing.

(4) Implement the credit card refueling system. Official vehicles are refueled on a per-car basis. Managers must promptly check vehicle fuel expenditures. If there are any special circumstances, they must report to the main leaders of the unit in a timely manner. The fuel card will be handled and recharged by the bureau’s finance department.

2. Further clarify driver responsibilities

(1) Strictly implement the designated parking system. Except for vehicles traveling out of town, drivers must park their vehicles in a garage or designated location in a timely manner after completing their mission (including holidays and weekends). If it cannot be stored in the warehouse under special circumstances, it must be approved by the bureau leader. Those who fail to store their vehicles in storage or park them at designated locations as required will be subject to certain financial penalties depending on the circumstances. The party concerned shall be responsible for any losses caused by the vehicle not being put into storage or not parked at the designated location. Without special official duties, vehicles are not allowed to be parked in public, entertainment venues or in front of restaurants.

(2) Strictly implement the designated maintenance system. Vehicle repairs (maintenance) must be carried out at a fixed automobile repair factory or repair point. When the vehicle needs repair (maintenance), the driver must fill out the repair (maintenance) application form, which will be reviewed by the bureau office and reported to the director for approval before going to the designated manufacturer for repair (maintenance). Otherwise, the bureau's finances will not be reimbursed. Repair (maintenance) expenses will be settled uniformly after review by the bureau office.

(3) Strictly implement the vehicle management system. Drivers must consciously abide by the bureau's official vehicle management and use regulations. They are not allowed to borrow or let others drive the vehicle without authorization. They are not allowed to drive the vehicle on their own. Private driving of public vehicles is strictly prohibited. Do a good job in daily vehicle maintenance and keep the vehicle clean and in good condition. Vehicle repairs, maintenance, and annual inspections must be reported to the bureau office in advance. We must practice strict economy and strive to reduce vehicle costs while ensuring safety.

(4) Strictly abide by traffic rules. Drivers must consciously abide by traffic rules and professional ethics, drive in a civilized manner, do not drive under the influence of alcohol, and drive without malfunction to ensure driving safety. You must strictly abide by the safety operating procedures. If you do not implement the operating regulations correctly and you are punished for violating the regulations, you will be responsible for it.
