1. Guiding ideology

Guided by the Scientific Outlook on Development, rescuing the "four major security" as the main line, the construction of "double base" as the starting point, insisting on "safety first, "Prevention first, comprehensive management" policy, firmly establish the concept of people-oriented and safe development, and strengthen production safety in accordance with the overall requirements and deployment of the Ministry of Salvage and Salvage Bureau's "Notice on the Salvage System to Actively Carry out Centralized Actions of "Cracking down on Illegal Violations"" "Double base" (grassroots, basic) work, implement the main responsibility for safety production, continue to promote the stability of the safety production situation of the Beihai Rescue Bureau, and provide reliable support for building a convenient, safe, economical and efficient comprehensive transportation system and developing the modern maritime transportation industry. Security guarantee to provide security guarantee for the successful convening of the 18th National Congress of the Communist Party of China.

II. Activity Objectives

Comprehensively implement the rescue safety management system, further improve safety production rules and regulations, promote safety production standardization, strive to build a long-term mechanism for hidden danger investigation and management, and strive to eliminate various We will eliminate potential safety hazards of all kinds, strive to achieve the goals of everyone understanding safety, everyone being able to be safe, and everyone knowing safety, and improving the intrinsic safety level of rescue operations. 3. Scope of participation

Rescue fleet, emergency response rescue team, logistics support department, rescue base and their affiliated ships and teams.

IV. Time Arrangement

The event starts from October 2012 to April 2013, and is divided into three stages:

(1) Plan refinement and publicity launch stage (October 1-October 25, 2012). According to the content and requirements of this plan, each unit will formulate a detailed activity plan promotion table based on its own actual situation, and submit the unit's plan promotion table to the bureau activity leading group office before October 26. The bureau activity leading group will submit the activities of each unit. The promotion plan serves as a basis for assessment and evaluation. During this period, each unit must carry out extensive publicity and mobilization to ensure that all cadres and workers understand the goals, content and tasks of the competition.

(2) Organization and implementation of the task stage (October 25, 2012 - March 30, 2013). First, each unit formulates activity implementation measures and plan promotion schedule. Each unit must make overall arrangements and formulate its own activity task promotion schedule and specific measures. Study the 34 documents related to safety work issued by the bureau this year, further sort out the safety work, and ensure the comprehensive completion of various objectives and tasks of the activity plan. The second is to seriously carry out safety education activities. Re-study the safety education series of CDs issued by the previous bureau, and carefully carry out on-the-job training according to the training plan. The third is to provide operational training for key equipment. Carefully organize the study of new equipment and key equipment operating procedures to ensure that you know and master everything you need, and on this basis, carry out emergency drills suitable for the unit. (3) Summary evaluation and rectification assessment stage (April 1, 2013 - April 30, 2013).

Each unit will conduct a comprehensive summary of the activities and submit a summary report to the activity leading group office of the bureau before April 20, 2013. Each unit must conduct self-examination on the implementation of activities regularly and irregularly. 6. Specific requirements

(1) Raise awareness and attach great importance to it. (2) Carefully deploy and implement in place. Each unit must develop a feasible and complete activity plan based on actual conditions, and instruct dedicated personnel to implement it. It is necessary to adhere to the principle that time is subordinate to the quality of work. For those whose work in the previous stage was not deep, detailed and effective, it is necessary to remobilize and redeploy, pressurize and heat up to replenish the fire, and always maintain a high-pressure posture of "safety first".

(3) Carefully organize and promote comprehensively. All units should combine this activity with the "Safety Year" activities of the salvage system based on actual work, and strive to "have unique activities and promote double effects."

(4) Strengthen publicity and create an atmosphere. At each stage of organizing and carrying out activities, each unit makes full use of a variety of publicity media and platforms to actively mobilize the broad masses of employees to participate in the activities. Actively explore advanced experiences and models in activities, publicize typical figures and examples that emerge from activities, encourage employees to learn from models, and strive to create a good atmosphere for safety activities.

(5) Strengthen supervision and strict assessment. During the activity, each unit must conduct spot checks or inspections according to the established activity promotion schedule, and make timely summaries. At the end of the activity, evaluation and assessment were carefully carried out.

(6) Smooth information and timely communication. Each unit must specify a designated person to be responsible for the submission and contact of information and materials within the specified time to ensure smooth communication.

7. Evaluation and Commendation

(1) Each unit must strictly follow the "2012 National Water Transport System Ship Team Safety Competition Assessment Standards" to carefully search for the safety problems of the unit, ship and team. We will formulate feasible improvement measures and assessment rules for weak links, and carry out inspection, rectification, general evaluation and assessment item by item.

(2) This competition has 2 excellent safety ships and 3 excellent safety teams. All units, ships, and teams with an assessment score of 85 or above can participate in the evaluation. Each participating unit must submit the performance information of its unit and its participating ships and teams to the office of the activity leading group before April 20, 2013.

(3) The bureau activity leading group will take appropriate measures to strengthen guidance and random inspections of participating ships and teams, and use the random inspection results as an important basis for selection.

(4) Those ships and teams rated as “Excellent Safety” by the Bureau in this event will be given commendations and rewards. At the same time, the best of the best are recommended and reported to the "Nationally and Provincially Provincial Water Transport System Safety Outstanding Ships and Teams".
