1. Basic admissions and registration conditions: Recruit party members (including People’s Party activists) and cadres (including business managers) of party and government agencies, enterprises and institutions managers in the position). Applicants must have a college diploma, adhere to the party's basic line, have high ideological and political awareness, abide by disciplines and laws, be in good health, and be able to persist in learning for a long time.

2. Conditions for exemption from the examination: Anyone who meets one of the following conditions can be exempted from the examination: ① Those who have a bachelor's degree; ② Those who have senior professional and technical titles; ③ Those who meet the basic requirements for registration and have obtained a national and provincial and ministerial honorary titles (including model workers, "May 1st Labor Medal", "New Long March Commando", "March 8th Red Flag Bearer", outstanding Communist Party members, outstanding party workers, outstanding people's police and other honors title) or an honorary title at the army or military district level or a first or second class meritorious service.

3. Bonus points: Those who meet the basic requirements for registration and meet one of the following conditions can be given 20 points: ①Those who have won the honorary title of a city, prefecture (department, bureau) and military division-level or above unit ( Including model workers, "May 1st Labor Medal", "New Long March Commandos", "March 8th Red Flag Bearers", advanced producers, advanced workers, model or outstanding Communist Party members, etc.) or the military (including the Armed Police Force) , people's police who have been awarded third-class merit or above; ② Outstanding graduates of Zhonghan college class rated by the main hospital and branch hospitals; ③ Children of martyrs and spouses of martyrs; ④ Returned overseas Chinese, children of returned overseas Chinese, children of overseas Chinese, and applicants from Taiwan Province.
