School bullying must be severely punished

In recent years, school bullying and violence among primary and secondary school students have been repeatedly banned, which not only caused great physical and mental trauma to the victims, but also posed a challenge to the normal teaching order and legal authority, which urgently needs attention from all walks of life. On November 22, 217, the Program for Strengthening the Comprehensive Management of Bullying among Primary and Secondary School Students (hereinafter referred to as the Program) jointly formulated by the Ministry of Education, the Central Comprehensive Management Office, the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security and the Ministry of Civil Affairs came into being.
There are four highlights in the Plan: First, summarize the previous management experience, further enhance pertinence and operability, and prevent bullying from the source. Secondly, the definition of student bullying is clarified. Regardless of the number of acts, the boundary between bullying and frolicking is strictly defined by whether the actor has subjective intention, and at the same time, the new bullying phenomenon of "cyber bullying" is clarified. Third, the "Program" cuts in from four perspectives: student education, school management, parent training, hidden dangers and problem investigation, so as to actively and effectively prevent student bullying. Fourth, from single prevention to three-dimensional and all-round prevention. Controlling students' bullying is not only the responsibility of the education department. The "Program" unites 11 departments to form a good situation in which many departments work together.
why are school bullying incidents frequent? I think, first of all, social, cultural and gender norms secretly nourish some forms of school violence and bullying, which makes it difficult to discuss, report and deal with it, and does not pay attention to preventive work beforehand. When the degree is light, it is often regarded as a joke or naive norm and ignored. When it has been upgraded to public security or criminal cases, it can only be handled by public security and judicial organs, which is sad. Secondly, the lack of legislation and relevant policies leads to the inability to effectively protect primary and secondary school students from bullying and violence. Thirdly, the lack of strong school leadership and management, after the school bullying, only to strengthen the didactic education and the construction of the responsibility system of the class teacher, with little effect. Finally, the education department and other departments have not formed a joint force, and family guardianship is absent. China lacks a corresponding system to investigate the responsibility of guardians. In many cases, the duties of guardians are completely equal to the obligations on paper.
It is proposed in the "Program" that students who bully can be transferred to special (work-study) schools for education when necessary for serious bullying incidents that persist in teaching or the circumstances are bad. This is a great progress, and some perpetrators who persist in teaching must be severely punished. Although some people worry that the orientation of reform-study schools (places with criminal tendencies) is a psychological harm to minors, fearing being labeled and being discriminated against by society. In this regard, the whole society needs to look at the role of reform-school rationally. The Law on the Prevention of Juvenile Delinquency stipulates that, as a special school for minors who have committed illegal or minor crimes, the work-study school is not only an integral part of the whole educational cause, but also an important institution for educating and saving young people who have lost their feet.
The safety of children not only affects hundreds of millions of families, but also concerns the whole social order, and vicious bullying incidents must not be tolerated to repeatedly test the public bottom line. To control students' bullying, we should fully integrate and mobilize the forces of schools, parents and other social sectors, establish a long-term working mechanism of multi-party coordination and linkage, perform their respective duties, communicate effectively, and work together to put an end to school bullying.
