National Flag Law of People's Republic of China (PRC)

Article 1 This Law is formulated in accordance with the Constitution for the purpose of safeguarding the dignity of the national flag, enhancing citizens' national concept and promoting the spirit of patriotism.
Article 2 National Flag of the People's Republic of China is a five-star red flag.
National Flag of the People's Republic of China was formulated in accordance with the Explanation on the National Flag Law promulgated by the Presidium of the First Plenary Session of the China People's Political Consultative Conference.
Article 3 National Flag of the People's Republic of China is the symbol and symbol of People's Republic of China (PRC).
Every citizen and organization should respect and care for the national flag.
Article 4 Local people's governments at all levels shall supervise and administer the display and use of the national flag within their respective administrative areas.
The Ministry of Foreign Affairs, the Department in charge of communications of the State Council and the General Political Department of the People's Liberation Army of China shall supervise and manage the hoisting and use of the national flag within their respective jurisdictions.
The national flag is produced by enterprises designated by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government.
Article 5 The following places or institutions shall display the national flag daily:
Tiananmen Square and xinhua gate;
(2) NPC Standing Committee, the State Council, the Central Military Commission (CMC), the Supreme People's Court and the Supreme People's Procuratorate;
National Committee of China People's Political Consultative Conference;
(3) Ministry of Foreign Affairs;
(four) airports, ports, stations and other border ports and entry and exit frontier defense posts.
Article 6 The national flag shall be displayed on working days by various departments in the State Council, the standing committees of local people's congresses at various levels, the people's governments, people's courts and people's procuratorates, and local committees of the China People's Political Consultative Conference.
Full-time schools should raise the national flag every day except winter vacation, summer vacation and Sunday.
Seventh National Day, International Labor Day, New Year's Day and Spring Festival, state organs and people's organizations at all levels shall display the national flag; Enterprises and institutions, villagers' committees, residents' committees, urban residents' houses (buildings), squares, parks and other public places may display the national flag when conditions permit.
In ethnic minority areas where the Spring Festival is not a traditional festival, whether the national flag is hoisted during the Spring Festival shall be stipulated by the organs of self-government of ethnic autonomous areas.
The national flag can be hoisted on the anniversary of the establishment of ethnic autonomous areas and major national traditional festivals.
Article 8 When holding major celebrations, commemorative activities, large-scale cultural and sports activities and large-scale exhibitions, the national flag may be hoisted.
Article 9 The Ministry of Foreign Affairs shall formulate measures for embassies, consulates and other diplomatic representative offices abroad to carry out diplomatic activities and to display and use the national flag.
Tenth military organs, barracks, military ships, in accordance with the relevant provisions of the the Central Military Commission (CMC) (CMC) to fly the national flag.
Article 11 Measures for civil ships and foreign ships entering China's territorial waters to display the national flag shall be formulated by the transportation department of the State Council.
Measures for the public security department to fly the national flag on ships performing frontier defense, public security and fire fighting tasks shall be formulated by the public security department of the State Council.
Article 12 Where the national flag is hoisted in accordance with the provisions of Articles 5, 6 and 7 of this Law, it shall be hoisted in the morning and lowered in the evening.
If the national flag should be hoisted in accordance with the provisions of this law, it may not be hoisted in bad weather.
Article 13 When the national flag is hoisted, a flag-raising ceremony may be held.
When a flag-raising ceremony is held, during the process of raising the national flag, participants should respect the national flag and play or sing the national anthem.
Full-time primary and secondary schools hold a flag-raising ceremony once a week except holidays.
Article 14 Flags will be flown at half mast in mourning for the death of the following persons:
(1) President People's Republic of China (PRC), Chairman of the NPC Standing Committee, Premier the State Council and chairman of the Central Military Commission;
Chairman of the National Committee of China People's Political Consultative Conference;
(three) people who have made outstanding contributions to People's Republic of China (PRC);
(4) People who have made outstanding contributions to world peace or the cause of human progress.
When a particularly serious casualty accident or serious natural disaster causes heavy casualties, flags can be lowered at half mast in mourning.
Flags will be flown at half-mast in accordance with the provisions of items (3), (4) and (2) of the first paragraph of this article, which shall be decided by the State Council.
In accordance with the provisions of this article, the date and place of the half-mast flag shall be decided by the funeral service institutions established by the state or the State Council.
Article 15 The national flag shall be displayed in a prominent position.
When holding the national flag and other flags in procession, the national flag should be in front of other flags.
When the national flag and other flags are hoisted at the same time, the national flag shall be placed in the center, higher or prominent position.
When the national flags of more than two countries are hoisted at the same time in foreign affairs activities, they shall be hoisted in accordance with the provisions of the Ministry of Foreign Affairs or international practice.
Article 16 When the national flag is hoisted or lowered by an upright flagpole, it should be hoisted or lowered slowly. When raised, the national flag must be raised to the top of the flagpole; When lowered, the national flag must not land.
When the flag is lowered at half mast, the national flag should be raised to the top of the pole first, and then the distance between the top of the flag and the top of the pole is one third of the total length of the flagpole; When descending, the national flag should be raised to the top of the flagpole before descending.
Article 17 A damaged, defaced, faded or substandard national flag shall not be hoisted.
Article 18 The national flag and its design shall not be used as trademarks or advertisements, and shall not be used for private funeral activities.
Article 19 Whoever intentionally insults the people and the national flag of China by burning, damaging, scribbling, defileing or trampling in public places shall be investigated for criminal responsibility according to law; If the circumstances are relatively minor, the public security organ shall be detained for less than fifteen days according to the punishment provisions of the Regulations on Administrative Penalties for Public Security.
Article 20 This Law shall come into force as of June 30, 0.
Instructions on how to make the national flag

The shape and color of the national flag are the same, but the five stars on the national flag are opposite. For convenience, this paper only takes the left flagpole as the description standard. If the flagpole is on the right side, the left side in this document should be changed to the right side, and the right side should be changed to the left side.
(1) The flag surface is a red rectangle, the length and height are three to two, and there are five yellow five-pointed stars on the upper left of the flag surface. A star is larger, and its circumscribed circle diameter is three-tenths of the height of the national flag, ranking on the left; The four stars are smaller, the diameter of the circumscribed circle is one tenth of the height of the flag, and the ring arch is on the right side of the big star. The flagpole cover is white.
(2) The position and drawing of the five stars are as follows:
A. In order to determine the position of the five stars, first divide the flag surface into four equal rectangles, divide the rectangle in the upper left corner into ten equal parts from top to bottom, and divide it into fifteen equal parts from left to right.
B, the center of the big five-pointed star, is five down five, five left and ten right in the rectangle. Its drawing method is: take this point as the center and make a circle with the radius of three divisions. On this circumference, five equidistant points are determined, one of which must be directly above the circle. Then connect the two separation points of these five points so that they are in a straight line. The outer contour formed by these five straight lines is the required five-pointed star. One corner of the five-pointed star is facing up.
C center points of four small five-pointed stars, the first point is on the rectangle, the second point is on the rectangle, the third point is on the rectangle, the third point is on the rectangle, and the fourth point is on the rectangle. Its drawing method is: take the above four points as the center and divide them into four circles with equal radius. Set five equidistant points on each circle, one of which must be located on each connecting line between the center of the five-pointed star and the above four centers. Then use the same method to form a big pentagram and a small pentagram. Each of the four small pentagrams has an angle pointing directly to the center of the big pentagram.
(3) The general standards of the national flag are as follows:
A, 288 cm long and 192 cm high.
B: It's 240 cm long and 160 cm high.
