Chapter I General Provisions

Article 1 In order to strengthen the management of homing pigeon sports in China and promote the healthy and orderly development of homing pigeon sports, these detailed rules are formulated in accordance with the Sports Law of the People's Republic of China, the Measures for the Administration of homing pigeon activities and relevant national laws and regulations.

Article 2 The Social Sports Guidance Center of the State Sports General Administration is in charge of the national homing pigeon activities, and the China Pigeon Association is responsible for organizing the implementation and management.

China Carrier Pigeon Association is the only legal organization that represents China in corresponding international sports organizations and international carrier pigeon activities.

Article 3 Carrier pigeon sport is a sport officially approved by the State Sports General Administration and belongs to the category of social sports.

Article 4 The local sports administrative departments at all levels (including the institutions authorized by the people's government to manage sports work, the same below) shall manage carrier pigeon activities within their respective administrative areas. Local pigeon associations at all levels are responsible for organizing the implementation.

Article 5 The carrier pigeon trade association shall carry out its work within its jurisdiction according to its articles of association.

Sixth without the approval of the sports and civil affairs departments, no unit or individual may set up carrier pigeon sports organizations without authorization, and there can only be one carrier pigeon association in an administrative area.

Seventh carrier pigeon activities held in China must follow these measures.

Chapter II Competitions and Activities

Eighth on behalf of China to participate in the international carrier pigeon competition, must be organized by the Social Sports Guidance Center of the State Sports General Administration, and implemented by the China Carrier Pigeon Association.

Article 9 The holding of national and international homing pigeon competitions (including abandoned competitions) in China must be reported to the State Sports General Administration for approval.

Article 10 To hold cross-provincial pigeon racing activities, an application must be submitted to the provincial sports administrative department, and the provincial sports administrative department and the provincial pigeon association are responsible for examination, approval, supervision and management.

Article 11 Regular pigeon racing activities held within the administrative areas of provinces, autonomous regions and municipalities directly under the Central Government shall be examined and approved by the local sports administrative departments and provincial associations.

Twelfth without the approval of the sports administrative department and the carrier pigeon association, no unit or individual may hold a carrier pigeon competition.

(1) Foreign-related and national pigeon racing competitions (including national and international shed races) must apply to the State Sports General Administration six months in advance (subject to the date of pigeon collection).

Thirteenth units or individuals applying to hold carrier pigeon competition must meet the following conditions:

(four) other conditions stipulated by laws, regulations and associations.

Article 14 The following materials shall be submitted when applying for holding a homing pigeon competition:

(1) Competition rules must include the competition items, time and place, participating units, competition methods and rules, and incentive measures.

(2) An application for competition signed by the legal person of the organizer.

(3) the documents approved by the Carrier Pigeon Association in the place where it is held.

(four) the venue equipment, communication equipment, management personnel and other materials needed to hold the competition.

Fifteenth units and individuals that apply for holding national and international competitions (including open shed competitions) shall pay a deposit of 50% of the total prize money according to the scale of the competition, and the deposit will be refunded after fulfilling the terms of the competition agreement.

Sixteenth examination and approval units shall give a reply to the submitted competition activities within one month.

Article 17 The name of the homing pigeon competition must be consistent with the actual content of the competition, and there shall be no fraud. Without the approval of the State General Administration of Sport, the competition shall not be titled as World, International, China, National, China or synonymous names.

Eighteenth in the form of collecting entrance fees to raise bonuses for public shed reform, the proportion of bonus expenditure shall not be less than 30% of the total entrance fees.

Article 19 Units and individuals engaged in pigeon racing activities shall accept the supervision and inspection of the sports administrative department according to law, and the management and use of their advertisements, sponsorship, funds and articles shall strictly implement the relevant provisions of the state and consciously accept the management and supervision of auditing, taxation and other departments.

Article 20 China Pigeon Association has the right to entrust an audit department to audit the revenue and expenditure of competition funds of the units holding competition activities.

Twenty-first Taiwan Province homing pigeons wearing CRPA anklets issued by Taiwan Province homing pigeon organization shall not be accepted to participate in domestic homing pigeon activities, and offenders shall be punished as violating the state's Taiwan policy.

Chapter III Referee

Twenty-second homing pigeon referees must accept the leadership and supervision of the sports administrative department and its affiliated association, strictly abide by the referee discipline, participate in the referee work under the unified management of the affiliated association, and have the obligation to train the referees at the next level.

Twenty-third referees at or above the first level (including the first level) must actively participate in the referee work and activities organized by their associations, otherwise their associations have the right to suggest that higher-level associations and competent business departments no longer assign them tasks.

Twenty-fourth national and international competitions, deputy referees and key referees are directly selected by the China Pigeon Association, and provincial competitions (including local referees of national competitions) are entrusted to provinces (autonomous regions and municipalities) and industry associations.

Twenty-fifth without the selection of China Carrier Pigeon Association and its affiliated associations, referees shall not participate in the referee work of carrier pigeon competition without authorization, nor have the right to accept the organization of the competition. Otherwise, it will be punished according to the Regulations on the Administration of Sports Competition Referees. Punishment methods include: warning, informed criticism, stopping the referee's work, lowering the rank title, and revoking the rank title.

Twenty-sixth grass-roots associations should formulate plans for the training and use of referees in their own areas, and regularly evaluate the political performance and professional ability of the referees they manage. Commend, reward or recommend those who have outstanding performance and outstanding work achievements to take the promotion examination.

Twenty-seventh referees have not served as referees for two consecutive years, and have not participated in the study, training and assessment without the approval of the corresponding first-level association, and their rank titles shall be revoked. National referees shall be reported by China Carrier Pigeon Association to the State Sports General Administration for approval and revocation; The first-class referee shall be revoked with the approval of the Provincial Association and the Provincial Sports Commission.

Article 28 The registration period of the national referee for homing pigeons is from June 65438+February 1 day in even years to June 65438+1October 3 1 day in the following year. Referees must register at the secretariat of China Carrier Pigeon Association, and each person pays the registration fee of 50 yuan. Referees below the first level shall be registered by the sports administrative departments at all levels or authorized units, and reported to the association at the next higher level for the record.

Article 29 Anyone who violates the criminal law shall have his name and rank revoked immediately. Those who perform badly in society or in their own work and are morally corrupt shall be revoked their rank and title.

Article 30 The referee of the national competition shall write a written summary of the work in the competition area within one week after the competition and submit it to the China Pigeon Association for the record.

Thirty-first the establishment of the referee handbook registration system. The work manual is kept by the referee himself. Anyone who participates in the competition at or above the municipal level shall be responsible for filling in the referee's work manual, including the referee's job position and evaluation, and signing or sealing it.

Article 32 The expenses for selecting referees to participate in national competitions shall be borne by the league.

Chapter IV Foreign Exchange

Thirty-third strictly implement the relevant provisions of the state sports administrative department for foreign exchanges.

Thirty-fourth local teams participating in international competitions must be reported to the State Sports General Administration for approval before implementation.

Article 35 Without the consent of China Pigeon Association, no unit or individual may contact overseas pigeon organizations without authorization, nor may they be invited to visit China or engage in commercial activities.

Article 36 No unit or individual may contact overseas homing pigeons to organize visits, participate in competitions and conduct foreign exchange activities without authorization.

Article 37 It is forbidden to engage in foreign investment and commercial activities in the name of China Pigeon Association without authorization, and offenders will be investigated for fraud according to law.

Thirty-eighth bilateral homing pigeon competitions and exchange activities with overseas sister cities must be reported to the local sports and foreign affairs departments for approval before implementation.

Thirty-ninth joint ventures, companies, units and individuals for private entry and exit activities, in accordance with the relevant provisions of the state.

Chapter V News and Advertising

Fortieth strictly abide by the People's Republic of China (PRC) Press and Publication Law. Without the approval of the press and publication department, no unit or individual may publish and distribute professional periodicals and magazines for homing pigeons.

Forty-first pigeon associations at all levels shall abide by the relevant provisions of the General Administration of Press and Publication on the management of internal publications when launching pigeon magazines for internal distribution.

Forty-second "internal materials" used for internal guidance and information exchange of associations and systems shall not be used for compensation, and shall not be advertised or distributed in the society.

Article 43 The release and publication of carrier pigeon advertisements must comply with the provisions of the Advertising Law of People's Republic of China (PRC) and other relevant laws and administrative regulations.

Article 44 To publish advertisements related to homing pigeons, authentic, lawful and valid documents must be provided. Advertisements involving pigeon racing results must have corresponding first-class pigeon racing report, certificate and award-winning certificate.

Forty-fifth professional journals and magazines of homing pigeons shall not publish advertisements of "excellent pigeons" without proof of achievement and pedigree.

Forty-sixth professional journals and magazines of carrier pigeons shall not publish the news and results of carrier pigeon competition without the approval of the corresponding first-class association.

Article 47 Without the approval of China Carrier Pigeon Association, the following advertisements may not be published in professional carrier pigeon journals:

(1) Advertising for exhibition and auction of carrier pigeons;

(2) Advertising of special timing equipment (pigeon clock) for homing pigeon competition;

(3) Publicize the rules, information and results of shed and club competitions.

Forty-eighth without the approval of the China Pigeon Association, no news reports such as the introduction of pigeon organizations from Hong Kong, Macao and Taiwan and related personnel may be published.

Article 49 Without the approval of China Pigeon Association, names such as "World", "International", "Country", "China" and "China" shall not be used in the text information introduction of advertisements. Advertising language prohibits the use of superlative adjectives.

Article 50 An advertisement published in the name of an individual must indicate the name of the pigeon owner in addition to the name of the pigeon house.

Article 51 Advertisements published in the name of an enterprise must be consistent with the permitted business scope.

Article 52 In publishing advertisements such as periodicals, books and audio-visual products, documents approved by the press and publication department, serial numbers, book numbers and other supporting documents must be provided.

Article 53 To apply for carrier pigeon drug advertisement, the following supporting documents must be submitted:

(1) production, drug inspection, sales license and other supporting documents.

(2) For advertisements of drugs produced overseas, the Registration Certificate of Imported Drugs and the Sales License shall also be provided.

Article 54 Advertisements shall be true and lawful, and shall not contain false contents, and shall not deceive or mislead consumers.

Article 55 Enterprises or individuals that publish advertisements must bear legal responsibility for their advertisements.

Fifty-sixth advertising business units or other intermediary organizations that apply to participate in carrier pigeon activities must meet the employment conditions stipulated by the state and sign a letter of commitment with the organizer of carrier pigeon activities before they can carry out related business abroad.

Article 57 Advertising sponsorship in homing pigeon activities shall not conflict with the advertising rights and interests of sponsors designated by China Pigeon Association, and the management and use of its income shall comply with the relevant provisions of the state and consciously accept the supervision of the audit department.

Chapter VI Operating Organizations

Article 58 Business organizations refer to pigeon breeding sheds, pigeon racing sheds, clubs, centers, bases and other pigeon organizations with business purposes.

Without approval, the above organizations shall not be named as "international, China, China, national, provincial (autonomous regions and municipalities)".

Fifty-ninth carrier pigeon business organizations to carry out activities, to comply with national laws, regulations and industry regulations, accept the management and supervision of local sports, industry and commerce, taxation, public security and other departments.

Article 60 Carrier pigeon associations at all levels shall assist the corresponding government functional departments in the management, supervision and business guidance of carrier pigeon business organizations.

Sixty-first carrier pigeon business organizations must go through the registration formalities with the local sports administrative department and carrier pigeon association, otherwise they may not bid for carrier pigeon competition.

Sixty-second whoever violates the provisions of any of the following circumstances, associations at all levels may give warnings, fines, cancellation and prohibition of competition activities according to the seriousness of the case.

(1) Engaging in pigeon racing and activities without the approval of the sports administrative department;

(2) engaging in activities inconsistent with the stated purpose and purpose;

(three) practicing fraud in the competition activities held, which harms the interests of members;

(four) engaged in illegal business activities, disrupting the normal order of homing pigeon activities.

Article 63 China Carrier Pigeon Association is responsible for grading carrier pigeon sheds (including centers and bases) and managing the qualification certification of carrier pigeon project employees (including coaches and managers) (specific measures shall be formulated separately). Local pigeon associations at all levels shall manage the above-mentioned organizations and personnel within the scope of their respective duties.

Chapter VII Market Activities

Article 64 Any unit or individual holding activities related to carrier pigeons (carrier pigeon breeding exchange, carrier pigeon exhibition and carrier pigeon auction) must be reported to the corresponding sports administrative department at the next higher level for approval, and shall be subject to the management and supervision of public security, industry and commerce, taxation and other departments.

Article 65 The holding of national and international exhibition and auction of homing pigeons must be approved by the local provincial sports administrative department and reported to the State Sports General Administration for the record.

Article 66 The exhibition of homing pigeons in different places must be approved by the local homing pigeon association and reported to the local sports administrative department for approval before implementation.

Article 67 The auction of homing pigeons must be organized and implemented by a chartered auction house approved by the public security department. Auctions shall comply with the Auction Law of People's Republic of China (PRC).

Article 68 The production and sale of homing pigeon utensils, feeds, nutrition and health products and medicines must comply with the provisions of relevant state laws and regulations, and must obtain business licenses and production and sales licenses from the industrial and commercial departments.

Article 69 The carrier pigeon anklet is an important certificate for the members of the Association to participate in carrier pigeon activities, which is uniformly customized by the China Carrier Pigeon Association and distributed step by step. Other departments and individuals are not allowed to copy and sell. Offenders shall be investigated for their responsibilities according to law.

Article 70 The identification, use, recommendation and designation of pigeon racing clocks shall be the responsibility of China Pigeon Association. Without the approval of China Carrier Pigeon Association, no unit or organization may use carrier pigeon clock.

Article 71 The model of GPS instrument used to measure the empty distance and the software used to calculate the results in homing pigeon competition shall be examined and approved by China Pigeon Association.

Chapter VIII Health, Environmental Protection and Quarantine

Seventy-second carrier pigeon associations and members at all levels should consciously and actively cooperate with the local carrier pigeon training, health, environmental protection and quarantine work to prevent the spread of diseases, and build pigeon houses and pigeon houses in accordance with the requirements of environmental protection and beautifying the city.

Article 73 Cooperate with the national and local quarantine departments to do a good job in entry-exit quarantine of racing pigeons. The entry-exit quarantine of homing pigeons shall strictly abide by the Law of People's Republic of China (PRC) on Entry-Exit Animal and Plant Quarantine.

Article 74 Any unit or individual that imports or exports homing pigeons must apply to the relevant state departments for formalities.

Article 75 It is suggested to cancel the qualification of inspection for units and individuals who practise fraud in quarantine contents.

Seventy-sixth illegal introduction and export of homing pigeons is strictly prohibited, and offenders shall be investigated for responsibility according to law.

Chapter IX Reward and Punishment

Seventy-seventh organizations, units and individuals who have held carrier pigeon activities in accordance with the regulations and made outstanding contributions to the carrier pigeon cause shall be commended and rewarded by the China Carrier Pigeon Association.

Seventy-eighth in the process of engaging in carrier pigeon activities, in violation of these rules, carrier pigeon associations at all levels will be punished according to the relevant provisions, and depending on the seriousness of the case, they will be given a warning, disqualified or fined.

Article 79 If a member of China Pigeon Association violates these measures, it shall be dealt with according to the above measures. If the circumstances are particularly serious, China Pigeon Association has the right to cancel its group membership.

Chapter X Supplementary Provisions

Article 80 The China Pigeon Association shall be responsible for the interpretation of the Detailed Rules for the Implementation of the Measures for the Administration of Pigeon Activities.

Eighty-first carrier pigeon associations at all levels can formulate corresponding management regulations according to these rules.

Eighty-second units and individuals that have not registered with the sports administrative departments and sports associations shall go through the formalities with the above departments.
