In order to implement the Outline of the Action Plan for National Scientific Literacy (2006-2020) in the State Council (hereinafter referred to as the Outline of Scientific Literacy), this work plan is formulated according to the relevant work arrangements of provinces and cities and the actual situation of our county.

I. Objectives during the Eleventh Five-Year Plan period

-Promoting the overall improvement of the scientific quality of the whole people through the scientific quality action of key groups. Teenagers' interest in science is obviously improved, and their innovative consciousness and practical ability are greatly enhanced; The scientific quality of farmers and urban working population has improved obviously, and the gap between urban and rural residents' scientific quality has gradually narrowed; The scientific quality of leading cadres and civil servants is in the forefront of all kinds of professional groups.

-Popular science education and training, the development and enjoyment of popular science resources, the ability of mass media to spread science and technology, popular science infrastructure and other foundations related to the construction of citizens' scientific quality have been strengthened, and the opportunities and ways for citizens to improve their scientific quality have obviously increased.

Second, organize the implementation

The establishment of the county national scientific quality work leading group (hereinafter referred to as the leading group), leading the implementation of the "scientific quality plan". Four. Working methods and mechanisms

Implementing the scientific quality outline is a systematic project, involving a wide range, heavy workload and high difficulty. The key lies in the government's promotion and the core lies in the participation of the whole people.

2. Strengthen leadership and cooperate closely. The county government is responsible for leading the implementation of the scientific quality outline. Leading group members work according to their respective functions. The lead department shall, in accordance with the main tasks and division of responsibilities proposed in this plan, study and formulate specific operational work plans with the responsible units and organize their implementation. The town people's government is responsible for leading and coordinating the implementation of the town's "Scientific Quality Outline".

3. Guarantee investment and improve the team. Establish a financial input mechanism to ensure the funds needed for the implementation of the scientific quality program. Establish and improve popular science organizations at all levels, and cultivate a team of high-quality full-time and part-time popular science workers and volunteers.

4. Extensive mobilization and participation of the whole people. Around the theme determined every year, we will carry out extensive publicity activities, actively mobilize all sectors of society to participate in the implementation of the scientific quality program, give full play to the role of citizens as participants in the construction of scientific quality, and mobilize the enthusiasm of all citizens to participate in the implementation of the scientific quality program.

5. Communicate and coordinate to form a joint force. Strengthen the communication and contact between the member units of the leading group. Establish working systems such as meeting exchanges and briefings, and timely feedback and communicate the progress of implementation; The office of the leading group studies and puts forward the annual work points according to the actual situation of each department every year. Each member unit has a clear division of labor and cooperates with each other to form an overall resultant force. Strengthen the coordination between leading group members and all aspects of society, fully integrate and utilize existing resources, and promote the implementation of the scientific quality program. Towns, relevant units and people's organizations to implement the "Scientific Quality Outline" should be consistent with the county's work deployment, strengthen the horizontal alliance between subordinate departments, units and organizations, and form a working pattern of communication from top to bottom and coordination from left to right.

6, inspection and supervision, and promote the implementation. The leading group is responsible for the inspection, supervision, monitoring and evaluation of the implementation of the county. In order to further improve the civilized quality of the people in the township, create a better development environment, enhance soft power, create conditions for better and faster economic and social development in our township, and comprehensively improve the scientific quality of the whole people, this plan is formulated in accordance with the spiritual requirements of relevant documents in our region.

I. Guiding ideology

The scientific quality of farmers and urban and rural workers has improved significantly, and the gap between urban and rural residents' scientific quality has gradually narrowed.

The foundation of citizens' scientific quality construction has been strengthened, such as scientific education and training, the development and enjoyment of popular science resources, the scientific and technological communication ability of mass media, and popular science infrastructure. The opportunities and ways for citizens to improve their scientific quality have increased significantly.
