Party and government organs at all levels in the county, enterprises and institutions, supermarkets, farmers' markets, hotels, hospitals, stations, taxis, banks, theaters, pharmacies and other key places should set up epidemic prevention and control service posts, strictly implement epidemic prevention and control measures such as temperature measurement, code scanning (health code, boarding code), standardize the wearing of masks, maintain a one-meter line and disinfection and ventilation, and those who do not wear masks are strictly prohibited from entering, and report any abnormal situation in time. Schools, prisons, pension institutions, children's welfare institutions, imported cold chain food supervision warehouses and other key places continue to implement closed management.

In principle, all kinds of offline meetings, training, performances, competitions, exhibitions and other gathering activities of more than 50 people will be suspended throughout the county. Those who cause serious consequences such as the import and spread of the epidemic due to concealment, false reporting, late reporting of travel and health status, and failure to cooperate with epidemic control measures will bear corresponding legal responsibilities.

4. Dereliction of duty will be strictly investigated. The supervision departments of various industries should perform their duties of supervision and guidance, continue to carry out supervision and inspection on the implementation of epidemic prevention and control measures in key places, issue a notice in time according to the changes of epidemic situation and epidemic prevention requirements, and severely investigate and deal with units that fail to implement prevention and control measures and fail to rectify them according to laws and regulations and publicly expose them to the public. Individuals or units that have not strictly implemented relevant epidemic prevention and control measures, resulting in serious impact and heavy losses, should be held accountable for dereliction of duty, and legal responsibilities should be investigated according to law.
